Meeting Cou~c~lma~?Be~e~ opened the meeting at 7:~S PM, with Councilmen Beyer, Moore, with Newell and Zordel, and City Administrator Humphrey present; Mayor Garfish was absent. Police Force Pre~t also were Police Chief Baker, Officers Ricks, SturgeoB McCune, and Sheriff Herwick. Discussed- that call had been put through for police And that they had not responded. Chief Baker and Sheriff Herwick said call had come in to the Sheriff, asking for Chief Baker, who was not on duty. The caller was so informed, and told that another officer would report, but caller insisted that Baker be con~.mcted, so Baker's number at home was given to caller. Baker said no call was received by hi~ at home~ Chief Baker said he had previously received call re stolen skis from St. Moritz, Aspen, Colorado Mpecia~ Meeting -Aspen City Council March 20, 1963 cont'd. but when he went there no skis had been stolen and no complaint had been filed, and no charges had been pressed. The above matter, and damage to Prince Albert Building were discussed, Councilman Bever referred to clean-up of alleys and instructed Police to give warnings, and then if not cleaned up, to issue summons. Discussed - need for enforce- ment. Also that Police Force is under supervision of the City Administrator. Mr. Cornell and Mr. Tom McPherson of P~tland Cement, and Dr. Barnard were present Paving- regarding the paving program. Soil cement' Discussed- advantages of soil cement, and installation of this type of paving. - need for improvement district in business area. Improvement final report on test to come. District Dr. Barnard said in his experience with soil cement base it had proved satisfactory. Mr. Humphrey asked permission from Council to set in motion the preliminary action for an improvement District, and to consult Tallmadge & Tallmadge in Denver regarding this matter. Mr. Cornell said their engineer, Mr. McPherson would assist Mr. Humphrey, and that an advertisement regarding soil cement would be placed in the Aspen Time~ by the Portland Cement Co. A motion was made by Councilman Newell to authorize Mr. Humphrey to proceed with Motion the preliminaries for establishing a special improvement district for paving the area wherein curbs and gutters have been installed, and will be installed this year, The motion was seconded by Councilman Zordel, and carried unanimously. The meeting was adjourned at 10:00 PM upon motion by Zordel, seconded by Newell and carried.
