Kuster, McEachern and Stapleton, City Attorney Balcomb, City Administrator Ker-
rigan, City Treasurer Lum present~ and Councilman Bernard came in-shortly there-
after.
The accounts~payable were turned over to Councilman Stapleton to be checked.
The minutes of the regular meeting of March 2, 1964, were approved as read.
Liquor licenses pending and preparation of "findings" discussed.
Number One Main- The Smuggler - Plans not received.
Independence Restaurant - Plans not received.
Liq. License Galena St. East - Notice to be published in Aspen Times.
applications The three liquor license applications were tabled until the meeting cf April 6.

Ord. 1, Ordinance No. 1, Series of 1964, Annexation - Block 2, Eames Addition tabling

Annexation Pet. Annexation Petition - Block 19 - Planning Commission to make recommendation
Block 19 at special meeting - March 23, 1964 - 3:30 P,M.
Electric Electric System Rebuild - Mr. Kerrigan has full bill for balance due Bonne-
System ville Construction Co. account $18,539.05. He said Public Service Co. personnel
had surveyed system and feels it is a very sound system, also that Merrick and
Company have recommended acceptance of the system/
Mayor Pabst read letter from David~Brewer protesting impounding of his car
Brewer- and charges therefore, and reference was made to item in the Aspen Times re
Impounded Car intention of Police Department to impound overparked cars as provided by Ordi-
nance. Discussed - need to provide parking space for visitors - need to remove
cars for snow removal - warning tickets, and Council feels warning should be
given, and City Administrator Kerrigan is to look into this. Mr. Brewer asked
about refund of charges, but Attorney Balcomb advised that this would be contrary
to the Ordinance.
Councilman Stapleton suggested using radio communication rather than phone
Accounts payable calls - police department He said accounts payable for the City, the Water
and the Electric Departments were in order, and a motion was made by Councilman
McEachern, seconded by Councilman Kuster, to suspend Rule 19 and to allow the
several amounts. Motion carried on roll call:

Tri-County Attorney Balcomb - Tri'C0unty Planning Commission - Mr. Balcomb said Pitkin
Pl. Comm. County, Glenwood Springs, and Garfield County have not adopted either ordinance or
resolution, and they are waiting for the Tri-County Commission to come up with
plan of operation. After discussion, a motion was made by Councilman McEachern,
seconded by Councilman Bernard, to table t~eTri-County ~lanning Commission matter
and to instruct the Clerk to request Mr. Whitaker to come up with more concrete
information regarding cost and what other counties plan to do. Discussed, and
Mr. KerrigaR is also to get information, and copy of letter to Mr. Whitaker is
to be sent to County Commissioners. Motion carried with all Councilmen voting
"aye".
Water- Durant Mayor Pabst read letter from Luke Anthony regarding the availability of
tunnel- water for a sub-division at the end of Galena Street - Discussed- taking water from
Anthony the Durant tunnel. Mr. Kerrigmn will research this and refer to Dale Rea and a '
test of the water will be made. Jim Moore asked about policy on water service
outside City limits, and Mr. Anthony requested decision due to demand for land.
Metcalf and Mayor Pabst read letter fro~ Mead Metcalf re refund to Metcalf and Tage
Pedersen Pedersen of tap fees made to Fritz Benedict. After discussion, a motion was made

to authorize the drawing of two warrants to Benedict Land and Cattle Company,
in the amount of $400.00 each, which warrants are to be delivered to Fritz Bene-
dict or John Doremus to be endorsed over to Mead Metcalf and Tage Pedersen; also
the agreementwith the Benedic~ Land and Cattle Company is to show that such payments
~have been made. Motion carried on roll call:

Tree program Discussed - letter from MrS. Ella Hoagland re removal of trees in front of
Mrs. Hoagland he~ house and need for tree program.
Discussed - final payment on the electric system rebuild. Mr. Kerrigan said

Rooming House License applications - a m~tion was made by Councilman Bernard
seconded by Councilman Kuster, to approve the issuance of licenses to the follow-

The meeting was adjourned at 6:05 P. M; upon motion by Councilman Stapleton,
seconded by Councilman Barnard and accepted.
