Aspen,,, Colorado Regular Meeting Aspen City Council April 20, 1964
The meeting was called to order at 3:30 P.M. by Mayor Pabst. Present were
Councilmen Barnard, McEachern, Stapleton, City Attorney Balcomb, City amlnlstrator
Kerrigan, City Treasurer Lum~ Councilman Kuster was absent.
The accounts payable were given to Councilman Stapleton to check.
The minutes of the regular meeting of April 6, 1964, were approved as read
Corrections with the following corrections:

Councilman Stapleton said the accounts payable were in order~ and a motion
was made by Councilman MCEaqhern, seconded by Councilman Barnard, to suspend
Rule19 and to allow the several amounts. Roll call vote:

Gerard Sandersen presented a petition containing 13 names, asking for the
restoration of the formerly existing street lighting in the Block on Hymen St. be-
tween Galena and Mill Streets, and he referred to recent broken windows and break- Street
ins. Discussed- and city Administrator Kerrigan said that finances had not previous- lighting-
ly been available, but that he has now ordered the necessary fixtures for this Hyman St.

Dave Sturgeon was present and referredto his resignation April 16, 1964, and asked Resignation

Fund. City Administrator Kerrigan informed hin that he would be docked 10 days as
he had not worked. Discussed - that notice should have been given by him. Council

Sheriff Herwick referred to the contracts between himself and the City, be-
tween the County Commissioners and the City, and the half-time man hired for the Contract
City and County. He said he feels his contract with the City is over due to man Sheriff's
power going down - and that he will not issue deputy commissions unless he knows Services.

Roy Vroom asked about water service in the tract of land south of the Norway waterline
Lodge. He was informed of Council policy not to serve water outside of the City request-Vroom
limits until adequate supply is assured.

Mr. Vroom also referred to petition filed for annexation - B16ck 19 - Mrs. Annexation
Dorothy Shaw - and he asked if the remaining portion of the block must be included - petition-

Clinton Sampson was present for the Elks' Club regarding the students taking Students'
over the City government for one day, and a motion was made by Councilman Mc- government day.

City Administrator Kerrigan s~id that approximately $1,200.00 credit has been Payment to

motion was made by Councilman McEachern, seconded by Councilman Barnard, to suspend
Rule 19 and to allow the adjusted final payment to Merrick and Company. Roll call

Bids on power poles - Mayor Pabst read memorandum from Mr. Kerrigan, with the Bid-Power
recommendation that the high bid of Strong Lumber Co. be accepted, and after dis- poles.
cussion, a motion was made by Councilman Barnard, seconded by Councilman McEachern,
to accept the bid of Strong Lumber Co. of $4.63 each for treated poles, and $2.23
each for untreated poles, this being the highest bid. Roll call vote:

Mayor Pabst said Beck and Bishop had requested that City paint the inside of their Beck &Bishop
store, and install a heater that they had purchased. Lease to be reviewed, paint-instal
heater.
Council agreed with request of Mayor Pabst that an annexation report be prepared-
to cover cost of annexation of ares lying between Aspen Mountain and the Roaring Annexation

Mayor Pabst expressed thanks to the people who participated in the clean-up Appreciati~
program - to the Aspen Times and Station KSNO for coverage- to Goodhardt for Aspen cl~n-up
Trash Service truck - and he also complimented the City employees for their good
work in cleaning ~p City Hall.
Sales Tax - sample ordinances have been studied, and will be discussed at a Sales Tax
policy meeting.

was read in full for the first time by Attorney Balcomb, and a motion was made by
Councilman Barnard, seconded by Councilman McEachern, to approve Ordinance No. 6,
Merles of 1964, and to order it published. Roll call vote:

I Tri-County Tri-County Planning Commission -(Roaring Fork Regional Planning Commission)
~ Planning Corm discussed, and a motion was made by Councilman Barnard that the City not participate
in the Tri-County Planning Commission. There was no second to this motion.
Zoning Mayor Pabst read letters dated March 2 and March 6, 1964 from Jack Walls,
proposals. Chairman of the Planning Commission , re~arding adopting an R-15 Residential district
and interim zoning. Discussed- procedure on rezoning and joint meeting will be set
up to consider all proposals.
Reference in Mr. Walls letter of March 6 to limiting powers of boards of
Bd. of Adjustment was discussed, and Attorney Balcomb said this board's authority to grant
Adjustment variances cannot be restricted. Councilman McEachern said more information will be
coming from the Plannin~ Commission.
Mayor Pabst said 3chh Reed of the Rocky Mountai~ Natural Gas Co. had called him
regarding appiication of the company fo~'a rate increase, and representatives from
Natural Gas Public Service Commission coming up po discuss this matter. Attorney Balcomb said
rate increase, the City of Glenwwod has authorized Attorney Delaney to protest on their behalf,
and Aspen might go in and share expenses. After discussion, a motion was made by
Councilman Stapleton, seconded by Councilman Barnard, to let Attorney Delaney of
Glenwood Sprin.gs make a combined presentation to the Public Utilities Commission to
protest raise in rates for natural gas. Roll call vote:

Water sprinklin Discussed - water truck, and City Administrator Kerrigan was instructed to get
Truck/ all information regarding a water truck or the assembly thereof.
Rooming House Rooming House licenses - approved by the Building Inspector - and a motion was

issuance of licenses to The Agate and The Hillside Lodge. Motion carried with all
Councilmen voting aye.
The meeting was adjourned at 6:05 P.M., upon motion by Councilman McEachern
seconded by Councilman .qtapleton, and carried.
