Present were Councilmen Barnard and Stapleton, City Treasurer Lum and City Adm{nistrator Ker- rigan. Absent were Councilmen Kuster and Mc Eachern, and City Attorney Balcomb. The accounts payable were handed over to Councilman Stapleton to check. The minutes of the previous regular meeting of April 20, 1964, were approved as read. Councilman Stapleton said the bills were in order, and a motion was made by Councilman Stapleton, seconded by Counci%man Barnard, to suspend Rule 19 and to allow the several ar~ounts. Roll call vote: Councilman Barnard aye; Stapleton aye; Mayor Pabst aye. The Treasurer's report was read by Mr. Lum and discussed, and accepted upQn motion by Councilman Barnard, seconded by Councilman Stapleton. Roll call: Councilmen Barnard aye; Stapleton aye; Mayor Pabst aye. Representatives from the Senior Class wha had participated i~ City government on Fri~day, May 1, 1964, were welcqmed by Mayor Pabst. Con6ract The contract with Sheriff Herwick~ was then discussed, and reference was made cancelled-Sherif to a letter from the Sheriff cancelling this agreement as of May 20, 1964. ,r Police City Administrator Kerrigan outlined procedure whereby police calls can go callsf through Garfield County and Glenwood Springs- with private phone~ line- at a cost of approximately $200 a month. He also outlined procedure for fire calls handled throug~ Glenwood Springs. Discussed, and then tabled until ~next regular meetlno. Annexation Attorney Wendt said he had sent information to Attorney Balcomb regardin~ petition petition for annexation of part of Block 2, Eames Addition, and Mr. Wendt presented Eames Add'n. plat and redrawn petition. Discussed - that Pitkin County Development Corporation had previously agreed to grade and ~urface the part of Durant Stree~t involved, and Council felt this should be done by the corporation, at their expense. Mr. Wendt said they will pay for the publications, and that the Timkin family are the principal stockholders. This matter is to be referred to the Planning ommlsszon, and action withheld for advice from Attorney Balcomb ( Ordinance No. 1, Series 196~) Mr. Francis ~hitaker was present, and joint meeting with Planning Commission was discussed and set for 7:30 PM Thursday, May 7th. Roaring Fork R~gional Planning Commissiom - (Tri-County Planning Commission) - Tri-County Mr. Whitaker said he had discussed the her capita formula with Mr. Miles of the Plannin~ Com State Planning Commission, who had told him the City and Pitkin County could get credit for planning work already done; Eagle County has already adopted ordinance. Discussed- benefit to the City in participating and cost credit due to present long range plan. Mr. Whitaker asked whether or not City wants to participate, because he, as City's representative, is in an emba~s$ir~ position - he also felt that the passing of an enabling ordinance would not commit the City to the expenditure of any funds, and that the City cannot be divorced from regional planning. Pitkin County is awaiting more information. Council decided to tabl~ this matter until the next Tabled regular meeting. Mayor Pabst read letter from Jack Walls, Chairman of the Planning Commission- re reLimbursement fo~ Expenses involved in the attendance of himself and Mr. White- kef at the Conference for Planninf Officials at'Boulder. A motion was made by Councilman Stapleton, seconded by Councilman Bernard, to suspend Rule 19 and to authorize the attendance and payment of the expenses involved, for Mr. Walls and Mr. Whitaker. Roll call: Councilman Bernard aye; Stapleton aye; Pabst aye. Hans Gramiger said he felt the matter of the Tri-C~unt~planning should not be tabled. City Administrator Kerrigan reported that Dale Rea has come up and will meet Dale Rea with Council, and he gave report of work already done. Discussed - amendments to the 8fficial Code of Aspen, and a motion was made by Amendments Councilman Stapleton, seconded by Councilman Barnard, to authorize the City'Clerk to to Official proceed with the necessary work to have the new ordinances and amendments from 1962 Code. to date prepared for inclusion in the Code. Mayor Pabst said Attorney Delaney had attended the hearing on the rate increase re( filed by Rocky Mountain Natural Gas Co., held in Delta, and transcripts will be sent to the Gas rate City. A motion was made by Councilman Barnard, seconded by Councilman Stapteton, to Motion accept the bid of Las Animas Municipal Light and Power - for 1115 transformers*at bid. $3.00, total $3,345.00, this being the high bid..
