At 9:07 P.M. the Mayor and Councilmen Barnard, Kuster, Stapleton and Mc- Waterworks Eachern met with Jim Kriedle, of Kirchner and Company, to discuss the matter of Bonds floating an~ additional $300,000 of Refunding Bonds, for further work on the waterworks. New issue Mr. Kreidle outlined the previous refunding procedure on the $470,000 of Warterworks Bonds. Discussed - advantage of expanding, water source to serve outside customers; taking over the Aspen Gr~ve system; determining policy on outside users; need for prompt action to finish work before winter; That the Water Department should be able to support an additional bond issue of $300,000. City Administrator Kerrigan said specifications and bid forms would be prepared by Dale Rea. Earle Jenkinson of the Water Department referred to irrigation and need to keep flumes open until October - and it was felt this could be handled by the engineer. He also referred to tap fees for sub-divisions, and it was agreed that these should be raised. Mr. Kriedle referred to the school bond issue and said it would be advan- tageous to sell the waterworks bonds before the sale of the school bonds on June 17th. Bill Dunaway felt the bonds should go to bid, and that the construction of the waterworks could be commenced before the bonds are issued. Mr. Kerrigan will get information re time element involved in engineering and bid call fromm. Rea. A phone call was then put through to Mr. Rea: information obtained- Specifications on pipe July 10 Earth reservoir-inlet pipe etc. August 1 Reservoir and Dam September 1. Mr. Rea does not feel all can be finished before next Spring. Mr. Jenkinson referred to right-of ways, and Attorney Balcomb will research to find out what City owns. Discussed - interest rates and Mr. Kreidle proposed 3½% for five years 3 3/4 % fop6ext ten years 4 % for remaining five years. There would be no fee payable, as this would be included in the interest charge; for advertising they would charge $8.00 per $1,000. Council agreed to negotiate with other concerns. Mr. Kreidle said he would prepare letters and give a minimum of facts to other prospective bidders. It was decided to have an informal public sale next Wednesday, June 10, 1964, at 8:30 PM. Mr. Kerrigan informed Council that Luke Anthony is moving five houses from Anthony Durant Street to the viclnty of the Smuggler Trailer Court. He is presently request for getting City water, and he wants to know if he can be served from Hunter Ereek. water Serv. Discussed, and Mr. Kerrigan will handle. The meeting was ~djourned at 10:40 P. M. Aspen, Colorado - Joint Meeting- Aspen City Council and Planning and Zoning Commission June 3~ 196~ Tem McEachern The meeting was opened by Mayor Pr~/%~ at 7:30 P. M. with Councilmen Kuster, Barnard, Me~ae~e~m-and Stapleton, City Administrator Kerrigan present,, also Jack Walls, Chairvnan, and Planning Commission members Richard Lai and Mrs. Andrea Lawrence present. The Mayor said purpose of conference with Mr. Wiener will be review - as contract does not provide for suspension. Curb cut Mr. Walls then took the chair and the proposed cur~ cut ordinance was discussed; ordinance. Attorney Balconbsuggested that minimum distance be not more then 20 feet, instead of less than 20 feet. Circular driveways were ~iscussed, also additional driveway for garage; for commercial establishments two cuts of 15 feet were suggested. There was considerable discussion on publi~ parking now provided on private property, the entrance to which prevents parking on the street 1.e., Guido's and the Medical Center. It was felt that this ordinance required further study and should be d~afted. Building plan review ordinance was discussed at length - City Administrator Kerrign felt that the plans should first be presented to the Building Inspector, and then to the Planning Commission. Attorney Balcomb indicated that the Plan- ning Commission would not have the final decision. Mr. Thurston, the Building Inspector, referred to the time necessary to look over all plans (business and tourist area) also to requirement for posting permit on building. Councilman Barnard wanted action on height restriction- and felt this matter should be handled first. Proposed Those present were in accord with the suggestion of Councilman Stapleton Ordinan~a~ to take the following action: Redraft curb cut ordinance. Adopt maximum building height of 25 feet in tourist zone. Density control - 750 square feet of land for each dwelling unit. Building review ordinance - to adopt. A~pt an R-15 zoning classification.
