HomeMy WebLinkAboutminutes.council.19640702 Aspen, Colorado Joint Meeting Aspen City Council and City Planning Commission July 2, 1964. Mayor Pabst opened the joint meeting at 8:00 P.M.. Present were Councilman Stapleton and Building Inspector Thirston. Planning Commission members present /-5 were Jack Walls, Chairman, Mrs. Andrea Lawmence and Richard Lai. : Mr. Walls then said the ~purpose of the meeting was to discuss the long range ~ plan P-26. He said both the City and the County Planning Commissions recommended Project z that the contract be cancelled; that Attorney Delar~ythought it would be better to P-26 - Long negotiate so that Mr. Wiener would not feel there is a reflection on him. Mr. Range Plan Delaney checked with the State Division ~f Planning, and with their approval, called Mr. Wiener who indicated he would be glad to get out of the contract. Mr. Walls feels only 28% of the work has been completed, but a letter from Wiener to Mr. Miles indicates that 45 % has been finished. He ~lso suggested Mr. 3. K. Smith of Denver as the arbitrator, if this is acceptable to the Planning Gommissions. Discussed - Mr. Walls review of the work completed in Mr. Wiener's office. Delay in terminating contra~ is costing money. Mr. Walls felt that notice of cancellation of contract should be sent, and arbitration should follow. He said a letter from each entity, or a phone call, Recommendation would be required by the State Planning Division, before that body can act; also to cancel that the City and County Planning Commissions have voted to cancel contract, and contract. that the Institute has not yet acted; and between June 23 and July 2, Attorney Balcomb has been conferring with the ~tate officials. Mr. Walls read a letter from Mr. Wiener, dated June 23, 1964, regarding the inventory of work, and this was discussed. Mayor Pabst read letter to Council from Jack Walls, dated June 24, 1964, recommending cancellation of contract with Paul Lester Wiener. This matter will be considered at the regular Council meeting dated 3uty 6, 1964. 3ack Walls then reported on his meeting with the Lodge Owners Association, Proposed where the proposed density ordinance was discussed. The lodge owners were not in Ordinance favoD of this, and he explained the Planning Commissions point of view and concern Amendments with the growing density problem, and requested that the owners make recommendations. Discussed- ordinances of Grand Junction and Boulder covering density. - that some of the points advanced by the Lodge Owners Associ~ion were valid and shou~be considered, and that some form of density control is needed. Guy Drew referred toski areas, bars and restaurants, and lodges, and crying ~ need for help, who must be housed. Discussed - parking problem. ~ Possibly reducing tourist area, and providing for apartments and small shops. Hans Gramiger said he had attended the Lodge Owners meeting and that no one was in favor of the proposed density control. He also referred to height restri<~.tion, and suggested permitting greater h6ight if roof is gabled. Mr. Walls said the Commission is gathering information regarding a new planner. Mr. Thurston said he felt the following matters need clarification in the Municipal Code: Fence permits House moving Multiple dwellings and dorms Sidewalk requirements. Trailer on construction sites. Mr. Lai spoke about the City selling water outside the City limits; he feels this should be held as an encouragement for annexation. Councilman Stapleton re- ferred to bonded endebtedness which must be met by the citizens of Aspen, and felt the higher rates outside Aspen would be benefical. ~The meeting was adjourned at 10:30 P. M.
