Mayor ~abst called the Special meeting to order at 3:45 PM with Councilmen Barnard,
Budget Kuster, M~Eachern and Stapleton and City Administrator Kerrigan present.
Bill Dunaway and Ken Moore were also present.
Mr. Kerrigan handed out the budget~ and explained it section by section.
The City Clerk expressed dissatisfaction that the Clerk and Treasurer had not
been designated as such in the budget but lumped under "Finance and Accounting".
Discussed - mill levy and water rates.
Ken Moore felt not enough time had been allowed for preparation of the budget,
and suggested that an annual report be prepared by the City Administrator. He
also suggested that more money be provided for the City Administrator to attend
conferences etc.,
Discussed - Mill levy - annexation - capital reserve fund - sharing of the
jail.
General discussion on the budget followed, during which the Clerk said
the budget submitted for her department had indicated a full time deputy. The
City Administrator said this had been changed to provide for sharing a clerk-
typist with other departments.
Herbert Boy~ was present, and said he represents cities and towns along the
Rio Grande proposed i and 2 abandonment. Aspen and Glenwood Springs are no~
represented. There is to be a hearing in Glenwood Springs on October 13, 1964.
Discussed.
Also discussed - meeting in Esgle sponsored by the Colorado Municipal League.
The meeting was adjourned ~t 5:15 PM upon motion by Councilman Bernard,
seconded by Councilman Staple ton and carried.
