MaYor Pabst_ Councilmen Barn.ard, Kuster, McEachern and Stapleton, and City
Administrator/~r~a~pecial sesszon at 4:30 PM in the Councilroom.
~ There was informal discussion on the extension of the Wheeler Opera House
I Lease lease - Mr. Kerrigan said the Institute would not consider pro-rated outside
~ maintenance on 17 year period; but would consider full outside maintenence on
~ Wheeler a thirty year term. They would not agree to any control on sub-leasing. -
~Opera House Discussed' insurance - the Aspen Institute receiving rent from Beck and Bishop
and taking over full maintenance - extending lease to ~thirty years and City
receiving income and maintaining exterior of building, lease reviewed -
and Cit~ Administrator Kerrigan is to make projection .of income and expense.
Mayor Pabst called the meeting to order and method of paving for Improvement
District No. '9 was discussed - soil cement base 'or flixible base.
Discussed - whether to call in a consultant for opinion or to accept Davis
~older ' s recommendations.
A motion was then made by Councilman Stapleton that the proposal of Davis
Motion Holder - to use 8" flexible base and 2" asphaltic surface, as recommended in ~he
Paving design, be accepted. The motion was seconded by Councilman McEachern. Roll call
vote - Councilman Kuster nay; Councilman Barnard nay.
Councilman McEachern aye; Councilman Stapleton aye.
There being a tie, Mayor Pabst voted aye,; and declar4d the motion carried.
Motion A motion was then made by Councilman McEachern to direct Davis Holder to
District go'to ~he full phase of the Improvement District No, 2 project. Motion was
No. 2 seconded by Councilman Stapleton. Roll call vote - Councilmen Barnard aye;
Staple ton aye; McEache rn aye - Kus ter aye.
Discussed - int e,~views planned for appli.~c~ants for police force salary-;
and meeting is to be arranged with Council.
The meeting was adjourned at 6:60 PM upon motion by Councilman McEachern,
seconded by Councilman Kuster and carried.
