The regular meeting of the Aspen City Council was called to order by Mayor Pabst at 3:35 P. M., with Councilmen McEachern. Stapleton, Barnard and Kuster, City Attorney Balcomb and City Administrator Kerrigmn present. The accounts payable were given to Councilman McEachern to check. The minutes of the regular meeting of March 1, 1965, and the special meeting of March 3, 1965, were approvedl as read. Motion to A motion was made by Councilman McEa~hern, seconded by Councilman Staple- confirm, ton, to confirm the following~motions: March 3, 1965 - to close Police Chief Investigation March 12, 1965 -special meeting - to call for a hearing on the Knight Club, Inc.~ on March 22, 1965 at 3:30 P. M. -Resolution - to support the Police Msgistrate in stricter enforeemant of City Ordinances. -to attempt to have persons brought in on drunk charges submit to blood analysis. Mayor Pabst read a letter from the Aspen Association referring to the Registration article in Life Magazine re problem of "surfers" in Aspen, and requesting ad- Ordinance. option of the employee registration ordinance. After discussion, it was decided the~proposed ordinance be reviewed at the next meeting. Retail Sales and Use Tax - Ordinance No. 13, ~ Series of 1964,- Mr. Ord. 13, Kerrigan suggested the effective date be April 1, 1965, and he informed Council 1965 of the problems involved in having the Department of Revenue collect this tax. City Administrator Kerrigan reported that the Mollie Gibson is now in receiver- ship - a letter is to come.rom Attorney Clint Stewart - and Smart saya all money is in his account. John Waldorf has been appointed receiver. Discussed - liquor license now in name of Molly Gibson, Inc. Attorney Balcomb advised Council that if receiver is to operate bar he must be licensed, and that certified copy of appointment should be presented to Council. Mr. Ker~igan is to contact Waldorf re license. ~ Councilman McEachern moved for the suspension of Rule 19 and payment of the bills. Motion seconded by Councilman Stapl~ton. Roll call - Councilmen Bernard- aye; Kuster aye; Stapleton aye; McEachern aye. Mayor Pabst read letter from Club 20 re bill boards. The Mayor also referred Club 20 to the request from Fred Braun - Rescue Group - for permission to use the old fire station on West Main Street for storage of rescue equipment, and for a contribution Rescue Group toward purchase of equipmeDt. Discussed - extensive rescue work already done by this group. Council then considered the contributions suggested in the Minute~of June 1, 1964, for 1965: Music Associates of Aspen $200.00 Music Associates Building Fund 300.00 Boy Scouts of America 50.00 Fireworks . 75.00 Aspen Ski Club-for Junior Skiers 100.00 Contributions Recreation Committee 300.00 and a motion was made by Councilman Kuster, seconded by Councilman Barnard, to suspend Rule 19 and pay the contributions as indicated; also $100.00 to Club 20; and $300.00 to the Mountain Climbing Club with p~.~r~i~ion granted for their use of the old firehouse as headquarters. The applications of both the Steak Pit, Inc. and the Independence Company I will be heard at the regular meeting - April 5, 1965. i The application for the Gray's Smuggler Inn was not submitted thirty days prior to the April 5th hearing as required by Council Resolution so it will be held for the first regular meeting in October. Buchanan demand for deed - East Aspen Patent - Attorney Charles Stewart will Buchanan- come to the April 5th meeting, deed Hans Gramiger said he would give Council two official meetings in whichto Dump consider his proposition for exchange of property for the City-dump site, and Site-Gramiger presented agreement, covering realtor's commission. Attorney Balcomb is to advise on legality of property exchange. Council is in agreement on considering Gramiger's proposal when submitted, but will not sign any agreement at this time. Mayor Pabst referred to "leash law", and he felt a control law would be Dog control better. No.1 No. 1 - Letter from Mrs. Kralich - that their assessment is being paid f~ Kralich under protest - as condition about which they filed complaint has not been rectified - Mr. Kerrigan will follow up. No. 2 - Mr. Kerrigan recommended that 3oe McAllister be retained until April 1, Distr. No. 2 1965, and Council confirmed this by motion made by Councilman Kuster, seconded McAllister by Councilman McEachern, and carried on roll call - Councilman Barnard aye; McEachern aye;Kuster aye; Stapleton aye. Upon recommendation from City Administrator Kerrigan, a motion was made by Police officers Councilman Stapleton, seconded by Councilman Kuster, to appoint Ken Hall at $420.00 amonth, and Andrew Lopato 9t $410.00 a month, to the Aspen Police F , orce. Letter from Jack Walls - Planning Commission - re canopy at Galena Street East - recommending permanent nature was discussed, and a motion was made by Canopy Councilman Barnard, seconded by Councilman~Kuster - to permit a canopy similar Galena St. East intype to the one already installed-on the Galena Street side. Sub-division Mayor Pabst read letter from Jack Walls -.Chairman, Planning Commission - regulations, dated March 15, 1965, advising Council of the acceptance of sub-division regulations- and~Attorney Balcomb is to prepare necessary ordinance. Mayor Pabst read letters from several citizens suggesting improvements for Aspen, and he will reply to these. Parking Discussed - possible use of Wagner Park for underground parking and the Com- missioners will be contacted on this. Police Mayor Pabst recommended that there be six officers on the police force. ~ force.
