COMMERCIAL CORE & LODGING COMMISSION
MINUTES OF JUNE 21. 2006
Vice-Chairperson, Terry Butler called the meeting to order at 8:30 a.m.
Commissioners in attendance: Shae Singer, Don Sheeley, Stan Hajenga,
Mark Goodman, John Starr. Bill Dinsmoor was excused.
Parks Department - Jeff Woods, Tom Rubel
Terry pointed out that at the last meeting Bill wanted to know why the trash
receptacle removed by his business. Tom said it was removed due to the
damage that occurred during snow removal. The receptacle was broken.
The replacement is on order and it will be replaced. Tom pointed out that in
town property owners are responsible for their own snow removal. Near
Terry Butler's business the city takes care of the snow removal.
Shae commended the Parks Dept. for doing a good job of keeping the parks
clean.
Trash containers
Terry said at the last meeting it was mentioned that trash containers are
being eliminated specifically at Conner Park which is heavily used on
Saturdays for the market.
Jeffpointed out that they got a directive from Council to use less chemicals
etc.
Tom said Conner Park had a trash container that was being misused. It was
replaced with a doggie bag receptacle. It has been very Successful. Part of
City's Canary initiative is to lessen the use of gas etc. We are eliminating
trash cans to save fuel and not going to so many places each day.
Shae had a solution. Possibly the Parks employees could ride bikes with a
cart behind them. They could pick up the trash on their bikes and put two
bags in and take it to where the truck is or the dumpster.
Tom said they do 8 truck loads of trash a day. There are time issues and
budget constraints. The mall is done 6 times a day.
Shae pointed out that there are more people in town and they are putting
trash in various places. Instead of cutting back on garbage cans get a staging
area. Areas throughout town need trash cans.

Shae said the market has their own trash cans but people will use the city's
trash containers. Tom offered to give the market an extra can for Saturdays.
John said the new recycling boxes are rather large and inappropriate. The
area that bothers him is the area by the fountain. The fountain is a barrier
area and the recycling box where the mail boxes are is not appropriate.
Jeff said council asked us to put out recycling boxes where people use them.
Tom said they put the recycling container with the trash receptacles so
people will put their trash in one and then use the recycling container for
their papers etc.
Jeff said skins are being ordered to go over the recycling boxes to enhance
the appearance of them. Jeff said he is willing to look at another area in the
vicinity of the fountain that might not be so offensive.
Terry offered to do a walk through to find a spot that isn't obtrusive.
Tom said there are many issues that are involved including keeping the fire
lanes open.
Terry asked why the dispensers are so large. Tom said we needed to do
newspaper and co-mingle. Terry asked if they are filling up. Tom said
newspapers are filling up but co-mingling isn't working.
Shae said perhaps we only do newspaper and keep the container smalls.
John said as a community we collectively need to communicate that the
community through CCLC doesn't like the direction of the recycle boxes.
John asked Jeff to communicate with council.
Fire pit
John said it is amazing that we have a fire pit and sign that is somewhat out
of scale. How we ended up with what is up there is amazing. How did we
end up with that particular design? The sign positioning is on the busiest
comer in Aspen. Visually that area is blocked by the sign and you can't see
the children at the park.

Tom said council wants things on the mall and we needed to juggle the area.
We also need to consider maintenance. They moved the sign several times
not to block the line of sight.
Shae said the design decision never go opened back up. We though council
would come back to us for a review of the design but they didn't.
Jeff said conceptual design is crucial. The Parks Dept. was no involved in
that process. Shae said it is an over-site on CCLC's part. CCLC should
have had better communication.
Terry said she assumed that CCLC would have been involved in the design.
Shae said people are looking at the sign as a work of art and it is less
blocking.
Mark said the sign has an interesting angle.
Don asked ifthere are trash receptacles in every park. Tom said yes except
Conner Park. We are under a strict mandate to save fuel. Tom said they
need to find ways to be more efficient.
Shae suggested using an electric golf cart for picking up trash. Tom said
utility carts are being changed out slowly. It is difficult to find a place to
keep a trash container that looks good.
Shae said at the beginning of Stillwater the trash containers are empty.
There needs to be a receptacle at the other end of Stillwater and there are
numerous dog bags left by Stillwater.
John said there are issues with dogs in open spaces.
Jeff mentioned that City Council brought up the idea to find a dog park in
the community. Shae said you would need to have a water source.
Shae pointed out that an awareness pamphlet should be handed out when
you purchase a dog license. You could increase the fee to cover the cost of
the pamphlet.
Tom said we spend over $40,000 on dogs.

Wagner Park
Terry said so much time is lost regarding the public use of the parks before
and after events. Is there anything that we can do about it? Tom said if we
didn't get the grass strong and thick we wouldn't have grass later on. Tom
said Wagner Park is open. The grass will come back and it will be a safe
playing field.
John asked if artificial turf is off the radar. Jeff said the high school has
artificial turf and it will be finished in August. Some of our events such as
Rugby could be moved there. Jeff said they have an agreement with the
school to use that area. Turfworks for an athletic field.
Golf
Don said being in the tourist business locals buy a golf pass. He saw an ad
in the paper two for one. Locals are concerned.
Stan said every golfer feels the passes were mishandled because they were
not informed of what was going on at the golf course.
John said the city needs to do a locals party at the end of the season for pass
holders putting up with the construction at the golf course. Jeff said we can
look at freebee rounds to soften the financial impact on pass holders.
Jeff said after the 4th of July we are going to be finished with the lateral
work at the golf course.
Stan said there was no communication in the beginning. Stan said we are
marketing one month out and his guests get screwed. They buy the package
then come back and see the two for one in the paper. Someone needs to
recognize that they weren't getting what they paid for.
Jeff said he will look at alternatives for discounts.
Don said all people want is some recognition.
John agreed that nobody knew the impact of the golf construction.
Bicycles- Terry asked if all the bike racks were up. Tom said yes and they
are being used.

Casey Kaufman:
Casey said she is still having issues with Mickie Alper, adjacent business
neighbor and the rack of clothes placed in her entrance. Staff suggested that
she contact the Fire Department because it is an egress issue.
Mark said he wants to know the rules regarding racks of clothes out on the
public right-of-way.
Staff pointed out that Todd Grange is the zoning office and they work on a
complaint basis. He has sent Alper a letter.
Shea did a synopsis of the Core Beliefs.
