with Councilmen McEachern, Clymer, City Administrator Leon Wurl and City
Engineer Roger Mahnke at 8:45 p.m., Pitkin County Court House for the purpose
of discussing with the people the South Side annexation.
QUESTION: What are the advantages to us if we annex.
ANSWER: One - voice in the local government, two- enable the City to go home
South Side rule type of government.
Annexation
QUESTION: What is the assessed valuation at the present time of the City.
ANSWER: Approximately $5,000,000 based on 1965 estimate.
QUESTION: What is the City mill levy
ANSWER: 6 mills.
QUESTION: What is the total on outstanding bonds.
ANSWER: $2,292,000
QUESTION: What are the financial advantages to annexing to the City.
ANSWER: Insurance rates would be lower, and lower water rates.
QUESTION: Would the City buy the electrical system in this area if annexed
and would just these people be responsible for paying for it if they
did.
ANSWER: We would bond the City to p~chase the system and if the City should
default, the property owners of the City would be responsible.
QUESTION: How much more will we have to pay in taxes.
ANSWER: An additional 6 miles.
QUESTION: Will we have to pay bed tax.
ANSWER: .The bed tax is actually collected from the tourist and remitted to the
City.
QUESTIDN: What are the benefits to the City, if we annex.
ANSWER: Bed tax revenue, sales tax revenue, broader tax base for the City.
QUESTION: How much will the City derive from this annexation in taxes.
ANSWER: Estimate $8,000 to $10,000.
QUESTION: Will the services such as snow removal be improved.
ANSWER: Plan to budget for more equipment.
QUESTION: Why is the City not taking in a larger area.
ANSWER: The City is allowed 6 months in which to complete the annexation.
State Law states 1/6th of the area to be annexed must be contiguous
with the City boundary lines.
QUESTI~: How many more do we need to make 2000 populatinn in order to go
ho~e rule.
ANSWER: The South Side Annexation will assure us of the needed 2000 population.
Have started proceedings fora census.
QUESTION: Could the Council arbitarily change the sales tax ordinance to in-
clude sales tax On services.
ANSWER: Our sales tax ordinance is patterned from the State Sales tax which
does not include services, but the Council could include this in
their sales tax ordinance if they so desired.
QUESTION: Off street parking and zoning.
ANSWER: Cannot change what was done, in the past only the future.
QUESTION: If the City widened the street would they be assessed for the extra
width.
ANSWER: The City pays for all additional widths, peoPle are assessed so much
per side and front foot.
QUESTION: Wouldn't it be better to keep the mill levy higher and do the paving
from this money to save money on interest.
ANSWER: Cannot get enough from taxes torun a City and still put in improve-
ments. Last year the City rmceived more money from sales tax than
property taxes.

QUESTION: can certain money be designated and set aSide for different projects. South Side
ANSWER: No - against the State law. Annexation
QUESTION: Not opposed to the annexation only interested in how much more~it will cost
them per year.
ANSWER: Check with the County Assessor on 6 mills
QUESTION: Will the City include Ute Cemetery as a park, .
ANSWER: Was dedicated as a park at the Council meeting of July 18th~
QUESTION: If annexed wou!d~subdivisions have~tQ meet with City.regulations.
ANSWER: Ail new subdivisions must be put in by City specifications in order to
get City water. Private contracts.
QUESTION: Wouldn't it be an advantage to take an unofficial census to make sure of the
2000 population, so the City would not have to wait 4 years for. another
census if we did not meet this requirement.
ANSWER: Yes it would.
QUESTION: Can we vote on this annexation.
ANSWER: Can petition for an election.
