The meeting was called to order at 4:45 p.m. in the City Council Chambers with
Mayor Robert Barnard, Councilmen Stapleton, Kuster, McEachern, Clymer, Provisional
City Attorney Janet Gaylord, City Administrator Leon Wurl, Planning and Zoning
members Francis Whitaker, Tom Benton, King Woodward and Building Inspector Henry
Thurston.
Francis Whitaker stated the Planning and Zoning has three p~oblems the most
pressing is who is to send out the notices to property owners within 300' of
Zoning Tony Berumen's property for the zoning hearing on August 30th. Also who will
v notices do this in the future, and the need for someone to take the minutes and handle
the secretarial duties involved with the commission.
Administrator Wurl stated the City personnel will send out the notices by the
15th of August for the hearing on Tony Berumen's property for zoning.
Discussed - changing the City ordinance to eliminate notifying property owners
within 300' for initial zoning of annexed territory initiated by the City.
zoning & Annex. Publishing a legal notice in the newspaper is all that is required under the
State Statutes. Also the status of the zoning after annexation and before
public hearing is held on the zoning of the annexed territory. Attorney
Gaylord stated we can set Up a policy in each individual case, we have the
right to refuse a building permit for 90 days pending a zoning hearing.
Councilman Stapleton made a motion to authorize the City Attorney to re~rite
the ordinance to eliminate notices to property owners within 300' on zoning
of annexed area or rezoning of property when the City takes the initiative, and
to include procedure on zoning following annexation and to submit this to the
Planning and Zoning Commission. Seconded by Councilman McEachern. All Councilmen
in favor.
Discussed - The City Clerk acting as secretary to the Planning and Zoning Com~
City Clerk mission. Wurl to average out what work is involved and come up with an

Francis Whitaker stated contact between the City Council andthe Planning and
Zoning is lacking. McEachern, Ex-Officio to the Planning and'Zoning stated during
the summer it is impossible for him to attend the meetings. Discussed changing
the day or time. Mayor Barnard stated he would try and attend ~he meetings.

Councilman Stapleton asked Planning and Zoning what is being done on the Master
Plan. Planning and Zoning members stated first ~ all this is a 20 year plan.
~_~ Master Plan So far they have worked on the off-street parking and sign ordinance. Presently
working on density which is included in the zoning ordinance, feel this will
take from 4 to 6 months, involves rewriting all of Chapter 11.

Wurl request that Council make a firm statement to Mr. E. F. ~.rmstrong of the
Tipple Inn that his liquor license will not be affected if~he annexed to the ripple Inn
City. Councilman Stapleton made a motion that Mr. E. F. Armstrong's liquor Liquor Lic.
license to the Tipple Inn will not be affected by the South Side Annexation.
Seconded by Councilman Clymer. Ail Councilmen in favor~

Councilman Kuster made a motion to adjourn at 5:50 p.m. Seconded by Councilman
Stapleton. Ail Councilmen and Planning and Zoning members in favor and meeting
was adjounrned.
