HomeMy WebLinkAboutminutes.council.19670206Regular Meetin8 Aspen City Council February 6~ 1967 Meeting was called to order by Mayor Robert Barnard at 3:35 p.m. with Councilman Stapleton, Kuster, McEschern, Clymer, City Attorney Gaylord and City Administrator Leon Wurl. There being no corrections to the minutes of January 23rd and 30th, they stand approv- ed as mailed. Appointment of Deputy City Treasurer to administer the sales tax. Councilman Staple- Deputy City ton made a motion to conflrm the appointment of Richard Flewelling as Deputy City Treasurer Treasurer under Sam Lur~, City Treasurer. Seconded by Councilman Clymer. Roll call vote - Councilmen Stapleton aye; Kuster aye; McEachern aye; Clymer aye. Planning and Zoning member to replace Jack Walls. Council agreed to have Administrator P&Z Member Wurl check with Architect George Heneghan, Jr. and Architect Robin Molny as to one accepting this position. ~ Police Magistmate Appointment - City Attorney recommend the Council appoint Dan Police Magistrate Wiegner as the full time magistrate. Stated he was eager for the appointment and has done a good job as deputy. Councilman Stapleton moved to appoint Dan Wiegner as Police Magistrate effective March 1st to replace Yvonne Kirkland. Seconded by Councilman McEacherno Ail in favor, motion carried. St. Moritz Rooming House License - Council reviewed the application and report of the St.Moritz Licens building inspector. Councilman Stapleton moved to accept issuance of a rooming house license to the St. Moritz. Seconded by Councilman McEachern. Roll call vote - Councilmen Kuster aye; Stapleton aye; McEachern aye; Clymer aye. Date for Public Hearing on Title XI - Councilman Stapleton moved to set the date for %itle XI Public Hearing on March 6th 4:00 p.m., City Council Chambers on revision of Title XI ordinance. Seconded by Councilman Clymer. ~1 in favor, motion carried. Wurl informed Council Jerry Brown would not have the completed ordinance ready until the week before the hearing. Resolution supporting sales tax was read by ;the City Attorney in full as follows: RESOLUTION WHEREAS, there has been intmoduced before the Colorado House of Representatives a sales tax bill which would give Counties and General Law Cities and Towns in Colorado the power to levy a sales tax; AND WHEREAS, the City Council of the City of Aspen wishes to lend its support and.~neouragement to the passage of this measure; NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Aspen is in favor ~ of passage of H. B. 1141, the sales tax bill, in the Colorado State Legislature, and directs that a copy of this Resolution be sent to the Colorado Municipal League and to the State Legislature. ~ DATED THIS 6th DAY OF FEBRUARY, 1967. , Regular Meeting Aspen City Council February 6, 1967 Councilman McEachern moved to adopt the foregoing Resolution for passage of sales tax. Seconded by Councilman Stapletono Roll call vote - Councilmen McEachern aye; Kuster aye; Clymer aye; Stapleton aye. Aspen Liquor Admisory Commission - Councilman Clymer made a motion to abolish the Aspen Liquor Advisory Cormnission. Seconded by Councilman McEachern. Ail in favor, ~spenLiquor motion carried. Advisory Comm. Administrator Wurl submitted forms to be followed on liquor and 3.2 applications. Council discussed the importance of the letters of recommendations. Agreed to require this with applications. Need for applicants signature on balance sheet to be added. Also require balance sheet to be made out by a C. P. A. Discussed provison for showing anyother bankruptcies or foreclosures in any other business. Purchasing procedure was submitted to Council. Discussed the amount the Administrator could spend without Council approval. Councilman Stapleton made a motion to set the Purchase Proc~ I. purchase price at $1,000 be approved for the City Administrator. Seconded by Councilman Kuster. Roll call vote - Councilmen Kuster aye; Stapleton aye; McEachern Admin. unappro¥~d purchases, aye; Clymer nay. Motion carried. Councilman Kuster moved to pay the bills as submitted. Seconded by Councilman Stapleton. Roll call vote - Councilmen McEachern aye; Clymer aye; Stapleton aye; Kuster aye. Discussed air pollution from diesel engines and a solution to the problem. Wurl stated he had contacted the Municipal League, there is nothing established on this Air Pollution problem. Did zec&ive a copy of regulations that have been adopted by other cities and a model ordinance. City Attorney to handle an ordinance covering general air pollution. Council discussed bad business practices of some of the local merchangs, its affect on the community and what could be done by the City. Complaints have been received i~'Bad Business by the Aspen Chamber and Tourist Bureau. Discussed a business license at a nominal Practices fee, complaints being investigated by the Aspen Chamber and Tourist Bureau and violations heard by the City Council on the license. Council decided to table this. Discussed bills up before the Legislature; Resolution supporting control of motor scooters and bikes etc. to be prepared. Wurl reported two hearings have been scheduled on the Prospector for March 1st in Denver and March 6th in Grand Junction. Feels the City should be represented. Council Prospector Trai agreed Wurl should attend at least one of the hearings. Discussed a solution to the traffic and jay walking by the Hotel Jerome. Wurl 4-way stop suggested a four-way stop. Mill & Main Police Department Second Patrol car - Wurl stated he was convinced the need exists. Would like to keep the present patrol car and use the $1600 in the budget for the 2nd Patrol Car second car. Need for car during the day for Lieutenant Day on ~nvestigations and at night one car available to cover the other patrolman either on foot or in the other car. Volkswagons were discussed.
