Jan 2000 - When business licenses go out attach info on deliveries and work with Sara and Cheryl on sign code and encroachment information for businesses. No furniture in public right away - can get an encroachment but minimum sidewalk area must be maintained. Pending Issues Jeff Woods from the parks department will come to the CCLC meeting after Labor Day to discuss the design for Wagner Park. Two members from the committee will be appointed to a task force for the design. No design has been implemented yet. Sketches are t10ating around but in theory only. DEPP funding for Phase II Council has always wanted to wait until Phase I is completed. There is no money available for Galena Street phase two. 6 to 14 million. Aspen, Co., 27 October, 1999 - - This past September the City made a small but significant change in its solid waste management. Switching from a traditional trash dumpster to a trash compactor has provided the City with many benefits. "An immediate benefit is the cost savings. We have reduced the total cost for trash pick-up by over fifty percent" said City Environmental Ranger, Brian Flynn. Before the trash compactor was installed, trash was picked up in the alley behind City Hall seven days a week. With the installation of the new trash compactor, truck traffic is reduced to une day per week. The cost savings has helped subsidize expanded recycling to include cardboard. The compactor is also wildlife resistant. This change came about through the leadership of the Commercial Core and Lodging Commission's efforts to clean up the downtown alleys. Using trash compactors is one of many new initiatives to clean up the alleys. In the past the Commercial Core and Lodging Commission had proposed to City Council that compactors be required in all downtown alleys, thus reducing dumpster obstructions, truck traffic, visual pollution and odors. Currently there are two compactors located in the commercial core alleys as a pilot project. The compactor behind City Hall should, on a small scale, provide valuable information on the impacts and advantages of using trash compactors in downtown alleys. One Needed One Needed One Needed COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 3. 1999 Vice-chair Don Swales called the meeting to order at 8:30 a.m. Members in attendance were Bill Dinsmoor, Terry Butler and Eric Cohen. Staffin attendance were Gervaise Dupree, Community Relations Coordinator, Brian Flynn, Environmental Health Officer and Kathleen J. Strickland, Chief Deputy City Clerk. Gervaise invited the CCLC to the meeting at the Wheeler to discuss downtown business concerns. MOTION: Bill moved to approve the minutes of October 20, 1999; second by Terry. All infavor, motion carried. COMMISSIONER COMMENTS Terry informed the board that the city bought a new sweeping machine for the mall and it is from Scotland. The machine was to be less noisy and easier to maneuver and it is not. She wanted to know what was going to be done with the older machines. Her second suggestion was to add an additional box of scooper sacks toward the east of town right outside of the mall area. There should also be one at the Wienerstube and Hyman near the Crystal Palace. Terry has observed the tourist and feels it would be less to clean up if a few additional placements of the sacks were added throughout town. Gervaise pointed out that last year the city used over 100,000 doggie bags. Brian informed the board that the old sweeper was sold. Questions should be directed to Tom Rubel of the Parks Dept. He also said he will add scooper boxes at the requested locations. Terry said people are willing to clean up after their animals. Brian said the success of the program is from pier pressure. Bill said people are running the red lights throughout town. Numerous cities are going to electronic monitoring on certain red lights. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 3. 1999 Brian informed the board that the state police are enforcing no blinkers, running stop signs and red lights on highway 82. Terry relayed that businesses are concerned about the lack of reservations in the hotels. Gervaise suggested that Terry contact the ACRA, Patty Hecht in order to find out what advertising they are doing. Bill inquired about the lighting ordinance and requested a copy for the next meeting. His concern is that numerous changes may have to occur for the businesses during the holidays in order to comply with the ordinance. The CCLC should review the ordinance and possibly do a press release. He also asked staff to find out who will be enforcing the ordinance. Brian said he is taking on another roll and was requested to be the liaison for the public when they have complaints about upcoming projects. In the winter he is 100% an environmental ranger and 50% in the summer and hopefully an intern will be hired. Bill also asked staffto review the delivery ordinance and find out when it goes into effect and who will enforce it. COMPACTORS Brian stated that the Old Club Soda dumpster will be pulled out and an encroachment license will not be granted. Behind Club Chelsea that dumpster will be removed. Legally it is 60 days. The Red Onion compactor is moving forward. Brant Westermeier who works for Waste Management called and informed Brian that it is moving forward. They are waiting on the insurance. Terry inquired about the ISIS and Brian said he has been in communication with them and they area going to start with dumpsters and see how that goes and then proceed to compactors if need be. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 3. 1999 Brian said more people are asking questions about compactors and if it can be shown financially that there is a discount people will be interested. The Wheeler and Red Brick are interested in compactors. Terry said it is important that the city set the example. Brian said city hall is doing everything possible to help waste management and that is what city council wanted to see first before the ordinance comes back. Council wants to see the results. The compactor at the Parks Department will be hooked up today. Bill said the other issues that came along with the compactor no progress has been made. Issues such as noise, bags on the ground, those physical elements are still there. Don said two alleys have been addressed and are working. Terry said Planet Hollywood should be addressed next. Eric Cohen said the ISIS will be a problem due to the amount of trash that a five-plex will generate. Brian said when it is demonstrated to council the cost savings the compactors have they will buy into it and the ordinance will get passed. He also informed the board that he is still working with individuals who want compactors. Bill asked staff to report at the next meeting when the alleys will be re- grated. He also has concerns about the grease dumpsters not being cleaned and dumped on a regular basis. Brian suggested that the board members talk to Little Annie's and O'Leary's about a compactor and the grease dumpsters. Terry said Club Chelsea and Pam Driskol Gallery are willing to look at compactors. 3 1"_ COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 3. 1999 Staff stated that Planet Hollywood does not have an encroachment for dumpsters and if it gets rented a memo can be sent to Engineering related to CCLC's concern about encroachments in the alley for dumpsters or compactors. Brian said in certain applications the compactors work. Terry and Gervaise said our alleys should be just as presentable as our malls. Bill said in the Little Annie's alley a compactor would work if half a parking space is taken that Don Lemos manages. Terry also said the possibility exists of approaching Boogie to see if we can get a little private space and maybe Andre Ulrich could get involved because rent is not being taken in from the Planet Hollywood space. Don said dimensions need to be brought to the next meeting regarding the Planet Hollywood alley. Bill suggested that we look at the verdi-plex at the next meeting. NEWSRACKS Don met with Ed Saddler regarding the new proposed sites on Mill Street that are being recommended by the CCLC. The one next to the bank will be eliminated and they will go in front of the Brand Bldg. Bill stated that he was surprised about the Brand spot as it is quite narrow due to the porch roof and architecture of the building. Bill suggested across the street at Eddie Bauer, the bank or at Wolf photo. Terry also agreed that the location should be changed to Wolf photo as the Brand Building, the old hardware building is attractive with its columns and should be exposed. Don said if the ordinance goes through then the newsrack placements can be addressed. 4 _.".._._.......__._.~.__ J _ COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 3. 1999 Staff stated that the proposed racks area to be bolted to the ground and will not need a cement pad. If the pad is constructed it attracts water and condensation under the newsracks. Don said the space to the ground on the condo rack pedestal can be as low as possible. There are three different heights available. 54 inches is as high as we would want to go for height before it interferes with eye site going around bends etc. Don said he thought the DEPP height was 48 inches. Don said at this point there will be one demonstration ofthe newsracks for the DEPP project and that will be in front of the Brand Bldg. Cost has not been determined. Don suggested that the board wait on the newsracks to see how the DEPP project turns out before ordering condo racks etc. He also suggested waiting on the corral. Staff stated that the CCLC will probably not get a supplemental for the condo racks and newsrack inserts due to the sales tax being down. Don stated that the Cantina area is difficult due to the heating pipes that exist under the brick. MOTION: Bill moved to adjourn; second by Terry. All infavor, motion carried.
