Meeting was called to order at 4:00 p.m. by Mayor Robert Barnard with Councilmen Carl
Bergman, Werner Kuster, Clyde Clymer and City Administrator Leon Wurl.
Mayor Barnrd stated the purpose of the meeting is to consider the avenues of financing
open to the City due to the loss of the sales tax suit and election.
City Revenues
Also stated a stay of execution of 10 days was not granted the City in the Findings
and Judgement, therefore, the collection of the sales tax had to be terminated immediately.
Discussed the emergency situation existing in keeping the City Hall operating. It was
reported normal summer months expenditures per month run approximately $52,000. The
City will lose from approximately $5,000 to $6,000 during the time the collection of the
sales tax was terminated and the time it would take to pass the Gross Receipts Tax
Ordinance.
Council agreed an increase in the ad valorem would not give the needed revenue required
by the City to keep operating between now and the end of the year. The Gross Receipts
Tax would be the only alternative for immediate capital. Discussing putting in the
Gross Receipts Tax on a temporary basis and review it at a later daye pending the out
come of the County's sales tax question in November.

Discussed on what basis the 1969 budget should be based as relates to revenue and the Budgets
projects to be cut. Councilman Kuster request the $50,000 remain in the budget for the
C~a mber of Commerce.
Councilman Kuster made a motion Ordinance f~24, series 1968 be considered on second Ord.f~24
re~ding and Council to review this ordinance the first ~r~e'etng in January, 1969. Second~ Gross Rec~i~

ORDINANCE ~24, SERIES OF 1968, AN ORDINANCE 'LEVYING A PRIVILEGE OR LICENSE TAX AGAINST
PERSONS ENGAGING IN A RETAIL BUSINESS IN THE C%TY OF ASPEN, COLORADO PROVIDING FOR
THE COLLECT%ON.~TfHEREOF: AND PROVIDING PENALTIES FOR THE VIO~LATION OF THIS ORDINANCE
was read by title only, as agreed by Council, on second reading by the City Clerk.
Councilman Kuster made a mo~ion to adopt ~Ordinance ~24, Series of 1968 on second
reading and order the same published. Seconded by Councilman Bergman. Roll call vote
Councilmen Bergman aye; Kuster aye; Clymer aye,
Councilman Bergman made a motion to ~hthorize the City Treasurer or Deputy City
Treasurer to register the City warrants with the stipulation the interest on the .~egister warrants
warrants not exceed 57°. Seconded by Councilman Kuster. Roll call vote - Councilmen
Kuster aye; Clymer aye;Bergman aye.
Councilman Kuster made a motion to do away with all alley paving for 1968. Seconded b Exclude Alley
Councilman Clymer. Roll call vote - Councilmen Clymer aye; Bergman aye; Kuster aye. paving
Council instructed Administrator Wurl to cut ~own on operations of the City and budgets
wherever possible.
Councilman Bergman made a motion to adjourn at 4:30 p.m., seconded by Councilman Clymer
Ail in favor, meeting adjourned.
