HomeMy WebLinkAboutcoa.cclc.min.08022006 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 2. 2006 Bill called the meeting to order at 8:30 a.m. Commissioners in attendance: Stan Hajenga, Shae Singer, Mark Goodman, John Starr, Terry Butler, and Don Sheeley. Bill said Ernie Fyrwald, a broker in Aspen is pursuing having real estate companies having town bikes throughout town. Toni Kronberg said Council made the decision to move forward with the recycling center on the 260d of June. The petition is to put this on the ballot to have the voters have chance to say yes or no. Council approved a rezoning to a PUD which allows the construction for two buildings and people do not want two buildings. They want burros and landscaping. The current plan eliminates one entrance in and you would have to turn around. Trailers are being brought to the recycle center. Shae pointed out that she does not want to debate the functionality of the space. The space exists and it works in that location. They are creating a recycling center to the best of its ability. Helen Klanderud said the recycle center is beyond the commercial core district. CCLC needs to know what is happening there. It is not a million dollar project. Sarah Laverty will explain why there is one entrance and single stream is not readily available. Helen pointed out that the recycling ordinance is separate from the recycling center. Sarah Laverty said the process started in April and went to council June 26th. We had a co-op set up. Chris Hoofuagle, county landfill manager said before we know if the ordinance is successful you need to know that the county collects 6 million pounds a year. Presently recycling is successful. Sarah said we have curb side and in town drop off. We have the recycle center and a curb side program in place. Helen pointed out that her recyclables and trash are picked up the same day and her bill has gone down. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 2. 2006 Shae said the impact is one of the issues. She lives in the county and there might be one, two, or three trucks in the same day. The city's recycling has affected the county. The recycling ordinance effect's the county in a negative manner. Shae said the CCLC stands behind recycling but we are not moving forward with other impacts. What is the impact in the long run. Helen said county residents use our recycling center. Ifwe get rid of the ordinance it would increase the volume at the center. Sarah pointed out that single stream is feasible in the center. The architects had single stream in mind. The building will be built so that it can be taken down and the area could be used for something else. The walls were created to be taken down. Chris said single stream for the entire state is happening in Denver. Ifit is going to be successful the center that we have now could easily be changed to accept a single stream. The equipment and infill structure that we have can accommodate single stream. If we go to single stream the bins will remain the same. Single stream does not change the volume. Chris said the design has a roof and walls and dramatically improves the functionality and aesthetics of the site. Chris also pointed out that the materials are recyclable and could be recycled. Terry asked about the pricing. Chris said they traveled around and talked to different towns. Most are customized for a specific use. Sarah pointed out that the estimate of construction would be around $730,000. $475,000 is coming from Obermeyer for the improvement of the center and improvements for the Rio Grande. The facility will be state of the art. If it is delayed costs increase. The Obermeyer crew will be doing this. If it is delayed we would have to make other arrangements. John asked what are the improvements were. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 2. 2006 Helen said the center will be consumer friendly. There are shelters over the bins to eliminate the mud and they are handicapped accessible. It is encouraging people to use it. John said staff went through the process and got the best scenario that council and staff could. The initiative is floating out there because of personal philosophies. John mentioned the recycling bins and the size and color do not fit in with the core. Helen said she has been nagged about recycling bins since she became mayor. Council wanted the bins and they will have wraps around them. John said some trash containers disappeared due to the Canary issue. Helen said Parks made a misjudgment and the containers are back. Chris said the volumes at the Rio Grande increase yearly. There are arguments about the economics. We get better every year and it is working. Don aid if recycling goes to the landfill. Chris said all recyclables go to their respective markets. Don asked Tony why she was against the recycling center. Tony said the location does not belong in the park it belongs across the street. The Visitor Center should move to the old youth center and recycling should go to the ACRA area. Don pointed out that we have a bigger issues to fry, such as parking and transportation. Mark said if we go to single stream what are the costs and volumes. Chris said there would be no costs involved, we would just consolidate instead of separating the materials. We don't have a market for single stream materials. The county sent out an RFP and St. Louis was the only response. Transportation is too costly for single stream. Chris said cardboard brings a lot of revenue to us. Ifit consolidates for single stream it looses its value. Mark said if we got together for a regional plan it could make sense. What are the costs? Chris said Denver's single stream cost 10 million. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 2. 2006 Mark said Nantucket contracts with a company that processes waste. It is done with high temperatures of goods which is sold as energy back to the grid. Mark said he would like to see this looked at by our community. Stan said he doesn't know what Eagle or Garfield are doing. This is a regional problem which should be solved. Take it all together and come up with a solution. Chris said we have no other regions involved but Pitkin. This is a regional issue but no one shows up. Those other regions do not have problems. Helen said she is going to Silt to look at the gravel pits with other Mayors. This is a forum that seems to be generating. She will bring the issue about single stream forward. Ifwe have a receiving spot on the western slope it would be fantastic. The bins would be changed and we would have the same trucks etc. Bill said there is the potential for a much more volume to be collected. Helen said you still have the same delivery point in town in terms of volume being brought in. Bill said CCLC truly appreciates the time an it is enlightening. Chris said the most important thing is that the other communities don't have the problem our landfill has. It will be full soon. Getting the momentum in other communities is difficult because they don't have the problem. It would be difficult. Mark said the other pitch is do they want to recycle. Helen said we have our particular challenge. We need to work on a long range regional solution. Chris said our landfill is going away. Sarah said the cost is $40. a ton and free for recycling at the landfill. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 2. 2006 Terry - overview - Recycling being picked up at the curb takes more trucks. Now we are going to spend more money. Is there someone at the top making the decision if this is the right decision. Sarah said she will be giving a six month report. Is the multiplicity of trucks an issue. Helen said there are free buses from Brush Creek park n ride. Presently they have not seen any change in the number of cars parked at brush creek yet. The city is paying the bill and ifit doesn't do what it is supposed to do we will eliminate it. Shae said the intention of our letter was to review consequences before we start changing things. Everything we do effects people getting here and the county. Stan said we were out of the loop. Don and Bill suggested we meet with city council in Nov. Bill met with Micky Alpum. The fencing at Takah Sushi is there all day long and blocks uses of the mall to the detriment of the mall.
