HomeMy WebLinkAboutminutes.council.19700911 1069 ~ ~ Special Meeting Aspen City Council September 11, 1970 Meeting was called to order by Mayor Eve Homeyer at 5:05 p.m. with Councilmen Edwin Vare, William Comcowich, Ross Griffin, Jack Walls, City Manager Leon Wurl and Finance Director Dennis Veeder. Special meeting was called by entire Council to review budget requests. Natural Two representatives from the Natural Con6ervancy were present and informed Council of their Conservanc~ services in relation to the purchase of open space.~ Councilmen Whitaker and Scott arrived. The gentlemen outlined the Conservancy would do the negoiating and fund raising and once the property is acquired, would be turned over completely to keep the public informed and interest alive in the project. The Natural Conservancy fee for the project would be actual costs for travel and legal fees etc. Parks and M~na~er Wurl explained there i! a carry over.of about $35,909.00 and 2 anticipated grants Recreation of ~bou~ $20,000.00 which are included in this budget. Antlclpated revenues of $23,000.00 Budget in recreation fees and one donation from Mr. Bass of $5,000.00. Mr. Wurl further explained leasing of the golf course has been included in this budget depending on what has happened with the golf course by next golfing season. Council request Manager Wurl reflect in the budget the money to be set aside for acquistion of land as discussed in RSA meetings. Members of Council reflected they were unhappy with the condition of the parks. Manager Wurl explained all parks had tO be re-surveyed which has delayed any improvements to the parks. Supplies for the sprinkler systems just came in, Glory Hole Park will be finished this year and further to process everything requires going through the Advisory Committee of the RSA, through the RSA and then to City Council and County Commissioners which has also cost delays in construction. Manager Wurl explained this budget further includes: fixing up of the abandoned school house at Emma for a meeting hall; Park association submitted a breakdown of what is re- quired for Smuggler Mountain for the first year which is included; Fisherman's Park will cle~n up only; golf course improvements pertain to the irrigation ditch. Councilman Whitaker reported he has written to Mr. Bass requesting permission to fall seed this park land. Discussed lighting at Bavaria Park. Griffin moved to give tentative approval of this budget excluding the section on lighting until the City receives firm committment by the school to pay 1~2 the cost. Seconded by Comcowich. Discussed the following: Garfish Park; suggested $1,500~be budgeted for survey and miscellaneous planning; Hunter Creek path. Councilman Comcowich left the meeting. Wagner Park - Manager Wurl reported a sidewalk will be installed this year and will be planting additional trees next year. Council request Manager Wurl obtain a legal opinion from the Attorney General on a sales tax on real estate. Roll call vote - Councilmen Vare aye; Griffin aye; Scott aye; Walls aye; Whitaker aye; Mayor Homeyer aye. Legal Legal Budget - Discussed the manner in which the fees are computed. Council request City Budget Manager discuss with the City Attorney an increase in hourly fee and compute the fee as now being done. Building Operat~ ~Building Operations and Maintenance and Maintenance Councilman Scott left Council Chambers. Council request Manager Wurl submit a breakdown to Council of the utilities paid on the first floor of the Opera House. Councilman Griffin moved to give tentative approval of this budget. Seconded by Councilman Whitaker. Ail in favor, motion carried. I070 Special Meeting Aspen City Council September 11, 1970 Depreciation Funds for ~ater,'Electric and General Manager Wurl explained this is a Charter requirement. Councilnmn Scott returned to Council Chambers. Walls moved to approve the depreciation fund budgets as submitted. Seconded by Councilman Depreciation Whitaker. Ail in favor, motion carried. Funds Open Space - Manager Wurl submitted a breakdown of the Sales Tax revenues for the next Open Space 10 years based on an increase of 8% per year and 12% increase for Council to review. Mr. Bartel, Planner stated to Council the golf courpe property is the parcel for open space today, but tomorrow another parcel may be just as important. Recommend Council not put all the eggs in one basket. Council agreed to designate September 17th for the next regular meeting. Mayor Homeyer and Mayor Pro Tem Scott will be out of town on Monday, September 14th. Councilman Griffin moved to adjourn at 7:30 p.m., seconded by Councilman Walls. Ail in favor, meeting adjourned.
