Special meeting was called by the entire City Council to consider liquor license~standards
and review of fines and fees~
Meeting called to order by Mayor Eve Homeyer at 5:20 p.m. with Councilmen William Com-
cowich, Fitzhugh Scott III, Jack Walls, Attorney Albert Kern, Manager Leon Wurl and
Finance Director Dennis Veeder.
Excerpt from the publication entitled ',Colorado Liquor and Beer Licensing Law and Practice" Liquor
published by the Colorado Municipal League, was submitted by Attorney Kern. Licensing
Policy
Attorney Kern stated in reviewing criteria for issuance or non-issuance of a license
would discourage items such as increase in sales tax and transient population, as relates
to setting a sPecific number of establishments. Discussed fees and possible increase of
same. Mm. Kern stated in considering bar/restaurant operations there is more for the
Council to consider such as the operation itself, type of restaurant, etc. This is not so
in a retail operation.
Neighborhood - Mr. Kern reported in some communities the neighborhood is considered the
area from which the business is derived. Discussed the neighborhood in Aspen could
encompass the county as well as the City.
S~ggestion was made to obtain from the dealers the increase in sales in the Aspen area
since 1965. Mr. Bartel, Planner~ commented uses which are incompatable to future planning
for pedestrians should be discouraged. It Was pointed out under the zoning laws, package
stores are allowed in the C-C, C-i, and C-2 zones.
Mr. Bil Dunaway, Aspen Times, suggested a ratio be established based upon the number of
beds and permanent population.
City Attorney Kern left Council Chambers.
Towing Fees - Manager Wurl reported bids for towing would be submitted at the next regular Towing Fees
meeting. Council agreed the cost of towing sould be commensurate with the fees charged.
Mr. Wurl further stated he felt the fees may have to be doubled.
Two-hour Parking - Council agreed with the City Manager that each violation of the two- Two-hour
hour parking would be considered separate violations.
Dogs - Manager Wurl reported to combine the licensing of dogs under the RSA would cost Dogs
the City an additional $3,000.00 over and above what is budgeted for 19717 More dOgs~are
picked up and more licenses sold in the City than in the County. Would support from an
administrative point of view combining the dog licenses and fees under the RSA.
Council expressed their concern for the violations of the leash law and the dog messes on
the sidewalks and streets in the downtown area. Council authorized full authority to the
City Manager.to alleviate these problems of the dogs in the downtown area.
Mr. Barrel reported the transpprtation committee is concerned about improving the trans- Transportation
portation of skiers from one area to another and within the City limits. The Ski Corp- of Skiers
oration is interested in running express busses frpm the different ski areas and per-
haps picking people up from one collection~ point in the CiCy. To be discussed at a later
meeting of the Council.
Councilman Ross Griffin arrived.
Councilman.Griffin moved to adjourn at 6:45 p.m., seconded by Councilman Comcowich. Ail in
