Meeting was called to order by Mayor Eve Homeyer at 5:10 p.m. with Counc~ilmen Scott Nystror,
Ross Griffin, Jack Walls, Francis Whitaker and City Manager-Leon Wurl.
Mayor Homeyer reported~the purpos~e of the meeting is to.discuss the fina'ncing of the
Transportation Study under the RSA.
Mr. Barrel reported City Attorney Kern had drafted an agreementwith~the County for the
financing of the study based on a 53/47% split~ County Commissioners stated it was their
understanding it would be funded off the top (meaning same as the major four projects).
Commissioners state that if the money is to come from ~the respective general fund con-
tingencies, they would pay only $10,000 of the $30,000, meaning 1/3 of the cost, since
they get 1/3 of overage RSA money.
Councilman William Comcowich arrived.
Mr. Barrel further explained the land use problems which are a cause of the tbansportation
problems in the County. City portion of the study will relate to the highway alignment
into the City, parking, transit system. Problems connected with growth are in the County.
Councilmmn Walls reminded Council that when the.?lanner's budget was considered it was
agreed to limit the Planner's budget to $50,000 and each enitity would set aside $15,000
in their respective contingency funds for studies approved by the RSA, 50/50 split.
Discussed limiting the study to the City only. Mr. Barrel reported there is no problem in
scaling down the study, the point is the area comes up with a short run solution to ~the
problem. In 5~or 10 years we mmy be right back to where we are now.
Councilman Comcowich stated his concern in paying out a sum~of.money for a study which
results show the solutions to the problem are unfeasible.
Mr, Barrel explained the cost of the study may seem high, solutions to the problem are
.going to be even higher. If solutions are not found, the community will pay the price.
Transportation is the basic criteria to plRnning and affects how and where growth will
take place.
City Manager Wurl reported the City did budget under contingency the S15,000f RSA did
approve a noise study for the airport which was paid for on a 53/47 basis and no questions
were raised. RSA Board did approve the transportation study and the funding thereof to
come from contingency, there was no mention of a split. Funding such as mentioned should
be uniform, otherwise, there are about S14,500 in local costs of which $4,000 would be'
directly, from the City engineering department.
Council agreed to go along with a 53/47 split of the study costs and if the County does
not agree with this, the study will be oriented towards the City starting at the Airport.
Councilman Whitaker moved to adjourn at 6:00 p.m., seconded by Councilman Walls. All~,in
favor, meeting adjourned.
