men Scott Nystrom, Ramona Markalunas, Jack Walls, Francis Whitaker.and City Manager Leon
Wurl. Councilman Comcowich arrived late.
Water Rate WAter Rate Increase - Proposed water rate increase information was submitted to Council
~_ Increase to review prior to the next regutar meeting.
Annexations Annexations, General - A map of proposed sequence of annexations was outlined by Manager
Wurl covering the area previously agreed to be the long range plan for annexations.
It was pointed out the majority of the people in the following subdivisions desire annex-
ation to the City: Aspen Grove, Knollwood, Mountain Valley and McCu~lough.
Point was made by Councilman Whitaker that the area for annexation should extend to the
west only as far as Maroon Creek. Also stated he felt the zoning in the Master Plan sh~td
be reviewed prior to the making of a change in zoning on annexation i. e. Zoline.
City/County Planner Barrel s~ated his biggest concern is timing on zoning. Annexations
should be scheduled at such a time as the City is able to handle that responsibility.
Another problem is over-zoning. South of the City is a prime example, which includes 640
acres of high density zoning. For the City to take away from present zoning, would require
a good case on the City's part to show why the land should be re-zoned. This should be
done in the County prior to City annexation with cooperation between City and County so
that there would be be pay offs between City and County by the landowner.
Manager Wurl pointed out sales tax (County 2%) out to and including the Airport Business
Center in 1971. Through August was-about $67,000. Some annexations would bring in large
sums of revenue and others would cost the City money. Further pointed out the problems
are not getting solved under the present situation i. e. access to McCullough Project,
County took out of their budget a large portion which was to go towards improvements of
the hospital bridge. If this area had been in the City, the City could have negoiated with
the developer to pay for part of the improvements.
Annexation fee was discussed that would be charged to cover capital improvements i. e.
bridges, roads etc. due to development of the annexed area.
DiScussed as~a condition of annexation ~hat the owner has to have surface rights, require
that they be maintained in order that the open space in the annexation is green and this
would keep the water on the western slope.
Manager Wurl pointed out the County Commissioners have to approve water districts and it
was suggested to them sometime ago that they hire a water engineer to review applications
submitted to them for the formation of water districts.
Councilman Comcowich voiced the concern of a tourist community diminishing densities thus
cutting down the number of out of town residents who have helped in paying the costs of
running the local government without being a full time liability to the City.
Manager Wurl pointed out people wan~to annex in order to be involved-and this a ~community
thing which Council should think about. Also if the City does not annex, satellite
communities will develop around 'us i~ e~W0ody~Creek.
Smuggler Smuggler Annexation - Council~indicated they desired the City Manager ~o negciate with
Annexation the landowner to do some capital improvements to the trailer court which should be
comparable in cost to what will be saved on their water rate. ~
Manager Wurl pointed out the main advantage to this annexation is the key to other ameas
i. ej McCullough. Planner Bart~el~ poihted out once-McCullough is developed the impact will
hit the City whether it is annexed or n6t.
Zoline Zoline Annexation - Council indicated they would like to discuss surface water rights
~n~x~tion with Mr. Zoline. Mr. Barrel stated this could be made as a side agreement along with the
maintenance of the open space. Manager Wurl stated Mr. Zoline has mentioned prior that
they would deed to the City some of his rights in the Herrick Ditch.
Finance Finance - Finance Director Veeder stated the City needs to~transfer~from theWater Con-
Fund Transfer struction Account to the Water Operating ~ccount about $100,000 since all construction
bills have come out-of the operating account thus~leaving the operating account-in a
pinch. Would like to borrow the money from the Bank until December 30th so that there
will not be a loss on interest since the construction account money is i~ CD's which will
mature on the 30th of December. To borrow wzll cost ~he City 8366.~74~60~eash in CD's
would lose $5,000 in interest.
Manager Wurl stated a special meeting notice would be sent to accomplish this transfer.
