Present: Mayor Eve Homeyer, Councilmen Scott Mystrom, Ross Griffin, Ramona Markalunas, Jack Walls, Francis
Whitaker and City Manager Leon Wurl. Meeting convened at 5:00 p.m.
Mr. Pete Sullivan and another representative of Alexander Grant and Company were present and stated to
Council the audit will be completed and ready to be submitted by October 31th if they are able to obtain
the needed schedules from the Finance Department by Friday of this week. Stated t~ere is nothing wrong~
it is just a matter of getting the schedules needed.
Councilman William Comcowich arrived.
Budgets Mayor Homeyer request Councilmen submit what they desired to see submitted for review of budgets for next
year as soon as possible.
Councilman Whitaker and William Dunaway stated their concern that the proposed expenditures for 1972 list~
on the sheets now being submitted exceed the budgeted amounts for 1972. City Manager Leon Wurl explained
that he had warned Council of this at the first study session and the reason being that the computer
estimates the amounts on a 12 month basis, i.e. $38,000 in the proposed expenditures for 1972 for tempor-
ary help between now and the end of 1972 in the Parks and Recreation budget. This of course will not be
spent because all temporary help has been laid off because of the end of the saason. Average for each
account is taken for the month and multiplied by 12 and this is the amount listed in the estimated expend-
itures for 1972.
Manager Wurl further reported there are two ways to s~bmit a budget to Council: (1) Manager balances the
budget and s~bmits a total budget to Council for review, or; (2) Council review of each departments re-
quest and then the Council reviews and outlines their priorities for each department and then the budget
is balanced before the public hearing on same.
Mr. Wurl reported at the end of this year, the City will be in the ~L~c~ in access of' $20~,Q00.
Water Councilman Griffin moved to give tenative approval. Seconded by Councilman Walls. All in favor, motion

Councilman Walls moved to give tenative approval and to amend to salaries of Sanitarian and ~id to 13~ Health &
sll00 and 7A S700. Seconded by Councilman Nystrom. All in favor, motion carried. Sanitation
Council request this budget be cut to $500 with the stipulation that the County budget a like amount and a Mosquito
policy decision be made at the time as to the extent of control needed. Control
Councilman Comcowich moved to amend this budget to $500 and this amount be included in the budget under
the same account number as the clean-up campaign. Seconded by Councilman Walls. All in favor, motion
carried.
Council tabled this budget in order to establish the amount for the operator of the dump. Also request a Dump
contract be negotiated with Metro Sanitation District.
Manager Wurl reported this budget was amended ~s per CouncilW~ instructions to include one more person, and Building

Councilman Griffin moved to give tenative approval. Seconded by Councilman Walls. All infavor, motion Central Garage
carried.
Entire Council agreed to hold a speci~l meeting on the question of the election for recall of Councilman Recall Petition
William Comcowich and waivers of notice to that effect were signed by the entire City Council. Meeting
was called to order with the following present: Mayor Homeyer, Councilmen Scott Nystrom, William Comcowich,
Ross Griffin, Ramona Markalunas, Jack Walls and Francis Whitaker.
Certificate of s~fficiency was submitted by the City Clerk along with the petition to the City Council.
Petition determined to be sufficient.
Information memo was submitted to Council and City Clerk informed Council the option is open to Council to
schedule the election for November 7th or sometime between November 7th and December 5th. Also should
establish the lastday for nomination petitions to be submitted.
Councilman Griffin moved to schedule the recall election for November 7th 1972 and the last day for sub-
m~ssion of candidate petitions shall be October 23rd. Seconded by Councilman Whitaker. All in favor, with
the exception of Councilman Comcowich who abstained.
Councilman Griffin moved to go into executive session. Seconded ~y Councilman Walls, .all in favor, motion
carried.
Councilman Griffin moved to reconvene into special meeting and adjourn. Seconded by Councilman Walls. All
in favor, meeting adjourned at 7:10 p.m.
