Meeting was called to order by Mayor Eve Homeyer at 5:05 p.m. with Councilmen Scott
Nystrom, Ross Griffin, Ramona Markalunas, Jack Walls and Acting City Manage~ Dennis
Veeder..
Mr. Bob Kimchner submitted to Council schedules show~g the following breakdowns: Sche-
dule A - Existing 1st lien bonds (Golf course property); Schedule B - Second lien bonds
brea'kdown for new issue; Schedule C - Refunding of 1st lien bonds; Schedule D - New
issue as 1st lien bonds if old issue can be refunded; Schedule E - Two issues combined
as 1st lien bonds at 6~% interest; Schedule F surmmary.

Mr. Kirchner stated he had met with Bondinng Counsel and the new ordinance will b~ pre-
pared to be compatible With the City's operations, Suggest reading of the ordinance tare
place on November 27~h as an emergency ordinance, publish that week and second.reading on
December llth and delivery of the bonds sometime after the 15th of December in~i~rder to
meet the closing of the 20th of December. Existing reserve fund would not,be disturbed
but with a combined issue would require a total of $400~000 to be held in reserve. Mr.o
Kirchner stated he would like to request CounCil hold off on signing of the.contract un-
til Wednesday when he can confirm the figures given, time is needed to chec'k on govern-
ment bonds and rate of interest.
Councilman Griffin moved to approve refunding and new issue combination and.Kirchner
Moore and Company proceed along those lines subject to comfirmation on Wednesday of the
figures submitted thiA date, Seconded by Councilwoman Markalunas. Roi1 call vote -
Councilmen Nystrom aye; Griffin aye; Marikalunas ay , Walls aye; Mayor Homeyer aye.
Motion carried.
Contract with Kirchmer and Moore-.was:read by Mr. Kirchner.
Councilman Griffin moved:to approve the agreement as read~ : Seconded .by Councilwoman
Markalunas. Roll call vote- Councilmen Walls aye; Markalunas aye; Griffin aye; Nystrom
aye; Mayor Homeyer aye. Motion carried.
Councilman Griffin moved to :go into executive:.session. ~Seconded by,Councilwoman Mar'ka-
lunas. Ail in favor, motion carried.
Councilman Griffin moved to go back into special session, seconded by Councilwoman
Markalunas. Ail in favor, motion carried.
Budget Mr. Veeder explained that because of computation errors made in the anticipating revenues
additional cuts must be made in the budget. Submitted memorandum outlining the cuts
necessary to balance revenues with the expenditures. Further explained the salary cuts
proposed are based on the old salary ordinance and not, the one just recently~adopted.
Mayor Homeyer suggested C,ouncil~congider no increase in City Council salaries in the
1973 budget, .City,Council concur=ed.
Councilman Wails moved to approve the recommendations and a new ordinance~beprepared.
Seconded by Councilwoman Markalunas. Roll call vote - Councilmen Nystrom aye; Griffin
aye; Markalunas aye; Walls aye; Mayor Hom~yer aye. Motion carried.
Councilman Walls moved to adjourn at 6:30 p.m., seconded by Councilman Nystrom. Ail in
favor, motion~carried:and meeting adj~ourned.: ·
