Meeting scheduled for 5:00 p.m. to discuss with the Petitioner's Committee withdrawal of the referendum petition relating to closure of the streets. Mayor Homeyer pointed out the reasons why she felt the petition should be withdrawn: (1) cost of an election; (2) may jeopardize the 1% sales tax; (3) lack of time for plan- ning; (4) lack of funds in which to do a complete job. Student Representative Dick stated the Petitioner's Committee is asking for some sort of guarantee that the $2000 which would be the cost of an election, will be used for imple- mentation of the malls that will bind the next City Council. Councilman Breasted stated to force the malls may work against acogptance by the people of the malls. The timing on the malls is spelled out in the transportation plan. It will take 2 years for construction of the malls due to planning and financing that has to take place first, can give 1974 as deadline for the malls. 1377 Study Session Aspen City Council November 24, 1972 Mr. Dick stated 300 people signed the petition asking for closure of the streets now. They are tired of waiting. Stated they would be willing to delaY the closing until May 1, 1973 which is just before the next election. Discussed what the Petitioner's are looking for in the form of malls. Attorney Edwards and Student Representative Dick stated something completely temporary and referred to the Design Conference mall. Mr. Barrel stated what they are asking is for the City to commit $2000 to an interim plan, and that it remain until the permanent malls are constructed. Mr. Dick stated it could be done in a flexible way. Mr. Edwards pointed out donations have been offered. Agree that to do this on the 20th of December would be a problem. Mayor Homeyer stated without planning for parking, residences near the downtown are going to complain bitterly. Mr. Bartel suggested that the design submitted by the University students be utilized for the interim plan and this will not be available until June. Also this would be summer time and a better time to initiate the program. Petitioners agreed to wor'k with Mr. Barrel and City Attorney Arthur Daily to work out the nuts and bolts of the streets selected etc., and Council pass an ordinance calling for construction of temporary malls by Design Conference Week (3rd week in June) and City to appropriate $2000 tOwards this project.
