COMMERCIAL CORE & LODGING COMMISSION
MINUTES OF SEPTEMBER 20. 2006
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Shae Singer and Mark Goodman,
Excused were John Starr, Don Sheeley, Terry Butler and Stan Hajenga.
Bill stated that he is working on a town bike program.
Steve Skadron from P&Z said the landuse code requires bikes for lodges.
Ernie Fyrwald is also working on the project and is in favor of the European
Style station. You swipe with a card, get the bike and then return the bike. It
is a docking station.
There is also a program that you sign up for that allows you access to the
bikes at any point. People ride bikes at the spur ofthe moment. People
getting off at Ruby Park and people coming up on the bus can then ride the
bike to businesses throughout town.
Shae said ABIL (Aspen Business Improvement League) should get involved
with the lodges and hotels to use bikes. Get involved with advertising and
work with the businesses involved. At Sachet we had baskets on the back of
bikes and we used them to deliver flowers around town. As a suggestion the
building would pay into a fund and provide bikes.
Bill asked the board if the bikes should be free. Bill said he felt they should
be free because the businesses are paying for the advertising.
She said she feels they should be rented.
Mark said the bikes should be three speeders.
Mark said he would feel comfortable if you got the bike free and then
returned it and incorporate the 5% loss.
Shae said having 25 bikes at Ruby might work if you used the bikes with a
card similar to a library card.
Bill said the hotels don't like the bike requirement because they are not in
the bike business.
Market
If you have an existing business in town you can be in the market. Mark
said it is an entrepreneur opportunity.

Bill said in the past the market fee was to handle how much we needed to
use to run the market. The fee represents the operating experience.
Bill said he would love to see the city invest in shade block over the market
but the fire marshal has issues with that due to the size of the fire trucks they
have. If funding were available the fire department could purchase a smaller
truck.
The board agreed that if you are admonished twice from either the market
manager or farmer designee you will be asked to leave the market.
ACRA booth - Local businesses are affected by the market. In order to
support the ACRA membership, ACRA members are allowed to sign up to
be in the ACRA booth. Criteria must have a City of Aspen business license
and sell merchandise that is displayed in your store only. The ACRA will
register members.
Reserve list - Applicants must apply and be approved by the board. The
reserve list is used for those vendors who cannot make ONE or TWO market
dates due to conflicting shows or illness. Vendors call from the reserve list
and contact the manager to let them know who will be taking their place.
Vendors on the reserve list must purchase a one or two day business license
through the manager: $15 or $25. Booth space is $30 for each day. Checks
to be made out to Aspen Saturday Market.
The board discussed procedures for setup and take down. Pack up and
unload your car first and then move your car.
Trash - Cardboard recycle is available. There is a dumpster behind Conner
Park. Cardboard must be broken down. If you have trash that needs
disposed of contact manager to open the compactor. Do not place trash
unattended near the compactor.
The last two weeks are soft shoulder weeks. Market manager will determine
whether those two weeks will be operable for the market depending on the
weather.
Bill said the food network has taken off.

Mark suggested that we try to get Food and Wine to do a tasting at the
Saturday Market. Mark said he knows the wineries would sign up to do the
tastings. Shae volunteered to work with the ACRA.
Kathy suggested we tent Conner Park for the tasting and advertise the
opening date with the tasting.
Meeting adjourned at 11 :00 a.m.
