Subject: Landmark Designation for all of Pioneer Park
Message:
The next step, once we close and all is said and done, is to FIX the
prOblematic landmark designation for the entire estate. This is a
simple matter of the City becoming the applicant, with the Strombergs
acting as co-applicant, so they don't have to shell out yet MORE
money, time and energy. They want the entire estate designated, and
Jane Ellen called just now to ask for support in getting this done as
easily for the Strombergs as possible. Can't we just handle this as
the Applicant, reach the goal and make everyone's life easier??

Weaver Subdivision Insubstantial Plat Amendment II
RE:
SUMMARY: Planning staff recommends approval of an
amendment to the 1987 Amended Weaver Subdivision to move the
property line between Lots 1 and 2 to the east by 60 feet. This
will supersede a December 1992 Planning Director approval to move
the lot line 30 feet to the east (for which a plat was not
recorded). Staff recommends these approvals with conditions.
APPLICANT: Fredna and Arthur Stromberg, represented by Tom Todd
LOCATION: 442 W. Bleeker (AKA pioneer Park) at the northeast
corner of Fourth street and Bleeker Street
ZONING: R-6
APPLICANT I S REQUEST: The applicant seeks insubstantial plat
amendment to move the lot line between the two lots that were
created in a 1987 Lot Split. This action is being pursued so that
the Aspen Historic Trust, Inc. may purchase the reduced Lot 2 for
a permanent passive public park. Please refer to Attachment "A"
for the proposed plat.
ENGINEERING REFERRAL COMMENT: Planning and Engineering staff
discussed this proposal and the only comment from Chuck Roth is:
- Design for any work done in the public right-of-way shall be
approved by the City Engineer and must, have a permit from the city
Streets Department.
STAFF COMMENTS: Pursuant to Section 7-1006, A. the Planning
Director may approve an amendment to an approved plat for "any
minor change to a plat which the planning director finds has no
effect on the conditions and representations limiting the approved
plat." During recent discussions, Planning staff has concluded
that the relocation of the lot line between Lots 1 and 2 does not
change the conditions or representations of the (first) Amended
Weaver Subdivision Plat. The reSUlting Lot 2 (6,OOO s.f.) will
become permanent open space upon conveyance to the Aspen Historic
Trust, Inc. The increased size of Lot 1 (23,602.5 s.f.) will not
result in increased development rights. Lot 1 contains three
structures with an accumulated FAR of 5,053 s. f. {per Zoning

Dear Kim:
I am submitting on behalf of our clients, Arthur H. and
Fredna C. stromberg, an amendment to the Land Use Application
which was delivered to you on October 27, 1992. As you will
recall, pursuant to Section 7-1006(A) of the city of Aspen
Municipal Code (the "Code"), our clients were requesting an
insubstantial plat amendment to the two-lot Amended Weaver
Subdivision (the "Property").
The Strombergs originally intended to modify the boundary
line separating Lots 1 and 2 of the Amended Weaver Subdivision.
They originally wanted to move the boundary line east
approximately 30 feet. This would result in the increase
size of Lot 1 from 17,602.50 square to 20,602.50 square.

The submission of the Land Use Application was the result of
the Strombergs entering into a contract for the sale of the
reduced 9,000 square foot Lot 2 to the Aspen Historic Trust, Inc.
for the creation of a passive pUblic park. That contract
subsequently failed and the anticipated title transfer did not
take place.
In recent days, the strombergs have met with representatives
of the Aspen Historic Trust, Inc. and the City of Aspen. An
agreement has been tentatively reached whereby the Strombergs
have agreed to transfer to the city of Aspen the eastern-most 60
feet of Lot 2 of the Amended Weaver Subdivision, consisting of a
6,000 square foot parcel. Based on the foregoing, the Strombergs

wish to submit this amendment to their Land Use Application
whereby they request that the boundary line between Lot 1 and Lot
2 of the Amended Weaver subdivision be moved east approximately
60 feet. This will result in the increase of the size of Lot 1
from 17,602.50 square feet to 23,602.50 square feet. Lot 2 will
be reduced in size from 12,000 square feet to 6,000 square feet.
Enclosed is a copy of the proposed Second Amended Weaver
Subdivision Exemption Map which shows the requested relocated
boundary line between Lots 1 and 2.
Except as stated above, the strombergs wish to make no
further modifications to the original Land Use Application.
I trust this letter and its accompanying documents will
provide you and City staff with all necessary information to
process this amendment to our clients' Land Use Application.
