Having reviewed the above application for exemption from the
G.M.P. for expansion of the Lift lA base structure, and having
made a site inspection, the Engineering Department has the
following comments:
1. The proposed expansion of the structure to the east
does not appear to be in conflict with our existing water
line easement.
2. The Aspen Ski Company will be responsible for the
relocation of the existing phone line and any other utilities
which may be in conflict with the proposed building extension.

Request:
The applicant, Aspen Skiing Company, is requesting special
review approval for a 433 square foot addition to the 1A Lift
Terminal on Aspen Mountain. The request is made pursuant to
Ordinance 81-92 which allows commercial expansions under
500 square feet to be exempt from Growth Management procedures
if the exemption is determined appropriate by City Council
upon the recommendation of P & Z.
Planning Office
Review:
Ordinance 81-92 allows a GMP exemption for the expansion of an
existing commercial or office use by not more than 500 square
feet for the purposes of providing a small addition of space
which can be shown to have minimal or manageable impact upon
the community and which can be justified by the benefit which
will accrue to the community. Expansions involving 250 to
500 square feet, such as the current request, require P & Z
review and Council approval.
The review of the requested expansion should include a deter-
mination of minimal or manageable impact on the community,
considering but not limited to the following concerns:
1) the number of employees generated;
2) parking;
3) visual impact and
4) demand for additional city services -- (water, sewer, drain-
age and fire protection).
The proposed expansion to the lA Terminal wi.ll be an enlargement
of a crawl space to a full basement which wiJ 1 be unheated and
used for the storage of non-hazardous materials. Since the
proposed expansion is to be used for storage, no new employees
will be generated and no additional parking demand should be
created. Also, no additional demand should be placed upon
city services as a result of the proposed expansion. Since the
app1 icant is increasing a crawl space to a full height base-
ment, the visual impact of the expansion should be minimal,
especially since the addition is to be constructed with the
same materials as the existing building.

The Engineering Department commented that the proposed expan-
sion does not appear to be in conflict wIth the City's existing

EXPANSION OF THE LIFT l-A MAINTENANCE FACILITY
Resolution .No. 82 - ~t
WHEREAS, the Aspen Skiing Company (hereafter referred to as the "applicant")
is the owner of approximately 731 acres and the leasor of approximately 159
acres of real property in Pitkin County, Colorado, and
WHEREAS, the applicant has requested special review approval in order to
allow a 5,880 square foot addition to the existing maintenance facility building
on Aspen Mountain west of Lift lA, and

WHEREAS, a public hearing was held before the Board of County Commissioners

on June 14, 1982, at which time evidence and testimony were presented with
respect to the application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado, that special approval is hereby granted subject to
the following conditions:
1. The requirements of the Environmental Health Department regarding
water and sewage must be met to the satisfaction of that department.
2. The applicant must provide information showing that the proposed
parking and storage does not encroach upon the right-of-way.
3. The applicant must comply with the revegetation schedule established
through meetings ~/ith the Environmental Coordinator. The applicant
must complete roadside planting on tne north side of the proposed
facility in 1982 wHh complete revegetation completed by the end of
1984.
4. The applicant must submit plans on the methods to be used .to mitigate
the impacts of the lighting of the building along with ~onstruction
plans for the proposed facility. The mitigation techniques must be
implemented, at the latest, in conjunction with construction.

5. The applicant must provide a deed restriction limiting the occupancy
of the employee unit to a qualified employee under the County's
adopted employee guidelines. Occupancy is limited to an Aspen Skiing
Company employee to the degree allowed by the County's adopted howsing
price guidelines for security reasons.
6. The applicant must provide for sewage disposal by hooking the project
into the sewer line proposed as part of Ruthie's Restaurant, if the
restaurant is constructed. If the restaurant is not constructed, the
applicant must either hook into another e~isting sewer line or provide
a detailed s.tudy which shows that a septic system i~ appropriate at
this location. This study must b(; conducted by qualified soils
engineer and must detail the impacts of a septic system on slope sta-
bility in the subject at'ea and must indicate thilt a septic system is
appl'opriate for this location. This soils study must be completed
prior to issuance of a building pernrit. if a se~tic system is to be
used for sewage disposal.

7. The proposed maintenance and repai r shop, storage facil i ti es and
employee unit are the only uses approved as part of this special review
appl i cati.on. It has been determi ned that these uses, as proposed,
do not generate any employees and therefore. the application does not
have to provide employee housing. Any change from the approved uses
will require a further special review to determine if any new employees
will be generated.
8. In the event that construction does not proceed prior to the time of
annual review. the Board will consider an extension of the building
permit on the date of the annual review.

DATE: May 26. 1982
Attached is an Exemption from GMPapplication submitted by Aspen Skiing
Company for the l-A Terminal for Aspen Mountain. The proposal is to build
additional storage for the ski patrols. This item is scheduled for the
June 8 P & Z meeting. We are aware we are allowing very little review
time -- as this is a very simple process. Please return comments to us
by Tuesday, June 1.
