SUMMARY: The applicant seeks to amend the Little Nell Final SPA
Plan to eliminate a parking space and add a storage area in the
second level of the parking garage.
ZONING: Commercial Core (CC) with SPA Overlay
STAFF COMMENTS: The applicant proposes to enclose one parking
space to create a 87.5 square foot storage area. The room will
store primarily computer and FAX equipment necessary for the
operation of the Ajax Tavern.
Pursuant

to section 24-7-804 E. an insubstantial amendment of an
SPA plan may be authorized by the Planning Director
that the amendment does not:
a.
change the use or character of the development;
RESPONSE: The character of the Little Nell SPA is tourist/guest
and ski orientation. The elimination of one parking space does not
compromise this operation.
b. increase by greater than 3% the overall coverage of
structures on the land;
RESPONSE: N/A.
c. substantially increase trip generation rates of the
proposed development, or the demand for pUblic facilities;
RESPONSE: This area currently functions as a parking space. The
addition of storage in this area will not increase trip generation
rates as the area is not meant to function as additional office
space for the restaurant. The main office for the restaurant chain
will remain at Bumps restaurant at the base of Buttermilk.
d. reduce by greater than 3% the approved open space;
RESPONSE: This is an interior enclosure.
e. reduce by greater than 1% the off-street parking and
loading space;

RESPONSE: Based upon the underlying zoning, Commercial Core, the
Little Nell was originally required to provide 77 off-street
parking spaces. The SPA agreement approved a total of 118 spaces.
In an April 1988 memo, staff indicated that a parking space count
found 144 parking spaces on-site. As long as the conversion of
parking to storage does not reduce the off-street parking below
118 spaces required by the SPA parking may be converted to storage.
f. reduce in required pavement widths or rights-of-way for
streets and easements;
RESPONSE: N/A.
g. increase greater than 2% the approved gross leasable floor
area of commercial buildings;
RESPONSE: The enclosure of the parking space for storage does not
increase the gross leasable floor area.
i. create a change which is inconsistent with a condition or
representation of the project's original approval or which
requires granting of a further variation from the project's
approved use or dimensional requirements;
RESPONSE: The approved use and allowable floor area will not be
varied.
RECOMMENDATION: Staff recommends approval of the SPA plan
amendment for the 87.5 square foot enclosure of a parking space for
storage in the second level of the Little Nell parking garage with
the following conditions:
1. The enclosure shall total no more than 87.5 square feet.
2. All representations made in this application and during site
visits shall be adhered to.
3. Conversion of a parking space to storage shall not reduce the
on-site parking below 118 parking spaces.

RE: Land Use Development Application for Ajax Tavem's Parking Level 2 storage area.
Written Description of the proposed storage room.
To Whom It May Concem,
The proposed Parking Level 2 storage room is 87.5 sq.ft. in area. It is composed of 3 5/8" metal
studs wi 5/8" gypsum wall board on each side yielding an one hour fire rating. These walls extend
to the exiting metal decking above, around the existing sprinkler system, encapsulating two
sprinkler heads wi in the storage room. A one hour fire rated door wi a smoke proof gasket and
closer forms the entrance. The floor finish is to be the existing concrete deck, the ceiling the
existing fireproofed metal deck. The room is formed by placing the 2 new mtl. stud I G.W.B. walls
in an 'L' configuration against the 2 existing concrete walls located in parking space 148 on Parking
Level 2 of the Little Nell Hotel. Electric and phone lines will be installed.
It is my opinion that the impact to the existing structure is insubstantial as the new enclosure on
Parking Level 2 is very limited in scope and below grade.
