Zoning: R-6 Residential / Location: Lots K, L, M and the West 27 feet of Lot N, Block 16, City and Townsite of Aspen (northeast corner of Hallam Avenue and 7th Street). Lot Size: 11,700 square feet Applicant's This is an application by Studios West Apartments, a Colorado Request: limited partnership, requesting subdivision exception for the purposes of condominiumizing an existing 14 unit resi- dential complex (Section 20-22). The applicant is requesting a waiver to conceptual plan approval before City Council, and Preliminary Plat and Final Plat approval before P & Z, i.e., short subdivision procedure (Section 20-19). Engineering The owner/applicant should be required to provide a 10 foot Department by 7 foot electric/communications easement on the northeast Comments: corner of Lot N. Prior to Council approval, the applicant should obtain the surveyor's signature and seal as well as the owner's signa- ture on the condominium plat. Following Council approval, the owner/applicant should submit two mylar sets to this office for signatures and recording. Director's Comments: Plannning This 14 unit apartment complex constitutes a non -conforming Office structure in the R-6 zone. The condominium conversion of Comments: non -conforming structure is not specifically regulated in the Code. There are no specific parking requirements imposed on a conversion project. Adequate off-street parking does appear to exist to the rear or north side of the structure. In evaluating the rental history of these 14 units, it appears that none of the units have rented for terms in excess of one month periods at a price within the current guidelines for low, moderate and middle income housing within the past eighteen (18) months.
