HomeMy WebLinkAboutcoa.cclc.min.12202006 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 20. 2006 Chairperson, Bill Dinsmoor called the meeting to order at 8:45 a.m. Commissioners in attendance: Terry Butler, Mark Goodman, Stan Hajenga, Don Sheeley. John Starr was excused. Staff present: Kathleen J. Strickland, Chief Deputy City Clerk Jeff Woods, Director of Parks Tom Rubel, Parks Supervisor Scott Chism, Parks landscape architect Eric Klanderud, ACRA representative. LIGHTING Mark said the holiday lighting is inadequate. Tom Rubel said they added 6,000 lights and they have over 30,000 lights on the mall. There are 4.35 miles of lights around down which equal 72,000. lights in total. Scott Chism addressed lighting on our malls in general. He has tried to push the idea of upgrading the lighting but council is not receptive. Bill said maybe we should start and do a little bit at a time. Stan asked what Council's concerns are. Scott said council feels by adding more lights Aspen will look like a city. Council is also concerned with light pollution. Scott pointed out that the ARC has new lighting and it is not polluting. There are lights available that will provide the proper lighting needed for our malls. Shae said she talked to council member individually and the issue has been the particular consultant. They can't seem to get behind him. We can hire a different consultant for lighting purposes. Scott said we need support to come up with some kind of lighting plan before the infill structure is put in place. Mark pointed out that the additional lights on the mall were put up after CCLC went forward. For next year we need to get someone to coordinate the lighting and get a plan ahead of time. Mark said he met with Singer Lighting who did the Sardy House tree. He said he is willing to consult for free. Singer made very good suggestions. It would make a lot of sense to consult with him. Scott said regarding lighting in general the idea would be to use the fixtures that we have to keep a shielded light that directs it to the ground. Don asked if there were enough electrical outlets for the lighting. Jeff Woods said we have enough power right now with the LED lights because they use one tenth the power. Mark commended the Parks Dept. on the good job they did on the lighting at Rubey Park and the gazebo at Paepcke Park. Jeff said in reality council is on hold with the moratorium and the election in June. Jeff also agreed that the infill structure needs to be addressed with the lighting. Jeff said he is willing to meet with Singer after the first of the year to work on a lighting plan. CCLC suggested a work session be set up with council to give a lighting presentation on updated the mall lights. Storefront lighting might be a collaborative in the presentation. Eric Klanderud said anything that will draw people downtown the ACRA would be favorable with. Shae suggested a XMAS lighting contest for next year for businesses on the mall. They can do a contest for lighting up their storefronts. There are two issues XMAS lighting and mall lighting in general. Terry said the fire heath is being used well by young teenagers and they are pulling chairs up from everywhere. Maybe two iron heavy benches could be put there instead of all the chairs. Scott said the idea of the chairs is doing what it is supposed to do. People are sitting around the hearth. Terry suggested additional chairs. Jeff said they can provide more chairs around the hearth. He also pointed out that the police are patrolling the hearth on a regular basis. Eric said initially there was opposition about the pavilion but it draws people into the mall area. After the season is over the pavilion can be assessed. There are 150 contacts per day at the pavilion. It is turning into a positive feature. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 20. 2006 Terry addressed the bulletin board and its tackiness. It is an eye sore. We need a design that contains the messages in an orderly fashion. Jeff said we can design something separate or redo it after the season. Jeff pointed out that you can't hide a visitor center and we want to activate that corner. Don said in the design of the building the glass awnings are not functional and the snow leaks down into the building. The drain also does not work. Eric said the City is involved and aware of the leaking glass awnings. Hopefully this will be resolved before the weekend. With the old kiosk people didn't know ifit was a newspaper stand or what. The new pavilion is definitely an information area. Mark said from the back side it looks bad and possibly it should be moved to the fire hearth. Eric said ACRA did look at other places and the place chosen is the only area that the fire department is comfortable with. Scott said we are trying to activate the area by the hearth and having two icons there would make it difficult. Jeff also agreed that the back side of the building needs worked on. The magnetic message wall needs addressed. Stan said the pavilion will be where it is until spring. The board is battling around stuff that we addressed at a previous meeting. SNOW REMOVAL Bill said the sidewalk is a public area. The sidewalk by Paepcke Park was brushed and nothing else up or down the street. Is it possible for the brush machine to do all the sidewalks on their way back into town? Tom said the Parks Dept. would have to double their staff. Individual businesses contract for remove snow. The City does not do snow removal for businesses except on the mall. Stan said after the brush goes through the cross walks, the corners get extremely slippery. Possibly Parks can keep a close eye out at the area of Durant. Tom explained that the brush is used instead of chemical. Tom said he will put ice melt down in the shaded areas. The crew tries to time the ice melt as best possible. 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 20. 2006 Jeff said they will evaluate the area on Durant and see if they can add more chemicals. TENTS & TABLES ON MALL Staff requested information from the board regarding prohibiting tents and tables on the mall during high peak seasons. We are getting too many requests and would like some direction from the CCLC in order to come up with a policy. Don suggested that the non-profits be local only. He is not in favor of regulations. The board unanimously agreed that nothing should be on the mall during the 4th of July weekend. Shae suggested that a certain amount of days per month be allowed and it would be first come first serve. Staff explained that the maximum days allowed on the mall are 10. Stan said the decision should be case by case. Shae asked Eric if the ACRA could serve hot chocolate or cider at the pavilion during the holidays. Eric will check into it. Bill said our sense is to look for an opportunity to engage our guests with some kind of openness. Bill requested staff contact council for a work session to address the moratorium and where Council is headed. What are the outcomes etc. Staff to invite the ACRA.
