435 E. Main - Cleaner's Express minor commercial expansion E X • 4� .. 4_\ J TO: Alan Richman, Planning and Development Director FROM: Steve Burstein, Planning Office RE: Minor Commercial Expansion of Cleaner's Express (Local's Corner Building) DATE: November 11, 1987 I have reviewed a request from Cleaner's Express and the owner of the property at 435 E. Main Street to realign an exterior wall adding 175 square feet of space. The applicant stated that the expansion is for the purpose of providing area for installation of a mechanical tract device on which clothing is stored and retrieved. He stated no additional employees will result from the expansion (seven employees at this time). The applicant has also committed that the expanded space will continue to be used for storage, circulation or mechanical uses only, not to be occupied by any other use without approval of the City of Aspen, and to so state this commitment on the construction documents. On September 22, 1987 the Historic Preservation Committee approved the expansion subject to the following conditions: 1. The blue areas of Cleaner's Express storefront shall be repainted with bronze/brown prior to issuance of a building permit for enclosure or within 10 days, whichever is less. 2. The cement bottom of the east elevation shall be finished with R-wall giving it a dark, stucco appearance. 3. The new wall will be built with a mix and match of new and old bricks so to closely match the existing. Based on my review of the GMP exemption for minor commercial projects in Section 24-11.2(h) of the Municipal Code, I find that the proposal has minimal impacts upon the community and otherwise meets the criteria for the Planning Director's approval. There will be a small. impact on the parking and circulation area; however, there will be no loss of a complete parking space in this area, and the parties using the space agree that this area reduction will cause no unmanageable difficulties. I recommend your approval subject to affirming HPC's conditions and the condition that the owner agrees that the space will remain accessory in use unless approved by the City as a commercial expansion.
