HomeMy WebLinkAboutLand Use Case.715 W Main St.SR-1980-02L PARKING - 715 W~ Main >+ Scana-4 41-9 S IR 4 MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Sunny Vann, Planning Office RE: 715 West Main Street Special Review DATE: May 1, 1980 Pursuant to Section 24-4.5 of the Municipal Code, the applicant is requesting special review approval for a reduction in the number of off-street parking spaces for an office building to be constructed at 715 West Main Street. The Code requires a minimum of three off-street parking spaces per thousand square feet of gross floor area in the 0, Office Zone, with provision for reduction to 1.5 spaces per thousand square feet by special review. Based on this criteria, the applicanth proposed 6,750 square foot structure would require 20 off-street spaces. The applicant, however, requests that the number of required spaces be reduced to 10 in order to accommodate the proposed structure. The Engineering Department has reviewed the applicant's request and recom- mends the maximum allowable reduction in required parking: 1.5 spaces per 1,000 square feet of floor area, or ten (10) off-street parking spaces. The Department's comments are outlined in their memorandum dated April 30, 1980 which is attached for your review. Given the uncertainties surrounding the actual number of offices that will be provided in the proposed structure, as well as the nature of the office tenants, it is relatively impossible to determine the projected traffic generation of the proposed development at this time. The Planning Office, however, would be willing to recommend a reduction in required parking spaces subject to a commitment on the behalf of the applicant as to the number of office spaces to be constructed. Based on a minimum standard of one space per office, the maximum number of offices should not exceed ten. A more appropriate solution, however, would be not to entertain a request for reduction in parking until such time as a specific proposal on behalf of the applicant as to the number of office spaces and their proposed use is submitted. ' 4 1 MEMORANDUM TO: Sunny Vann, Planning Office FROM: Fritz Bruggemeier, Engineering Department ag RE: Parking Reduction for 715 West Main DATE: April 30, 1980 After reviewing the survey plat for the above parking reduction request and making a site inspection, the Engineering Department recommends that parking requirements for 715 West Main Street be reduced from 3 spaces per 1,000 square feet or 20 parking spaces to 1.5 spaces per 1,000 square feet or 10 parking spaces, the minimum requirement permitted under section 24-4.5 of the Aspen Municipal Code for zone "0". The Engineering Department recom- mends this reduction as long as permitted uses for an "0" zoning occupy the structure. If conditional uses are permitted or are going to be permitted in the future, the reduction to 1.5 spaces per 1,000 square feet is insufficient. The restricting criterion for conditional uses is the potential traffic that could be ge- nerated. The remaining criteria such as site characteristics, pedestrian access and walking distance to the downtown area, and availability of public transportation, are sufficiently satisfied. John R. Spring Street Aspen, CO 81611 Dear Planning Office Members: This letter is a request to be placed on the next available Planning & Zoning meeting for consideration of a parking reduction for property at 715 West Main. We have 3 lots D, E& Fin the North #of Block 19, zoned office. Our intent is to construct office space of ap- proximately 6750 sq.ft. The lot is 90 feet wide allowing 10 spaces stripped along the back property line with direct access to the alley. The parking requirement existing for office buildings requires 3 spaces per thousand or 20 for this property. A parking variance can reduce the requirement to 1.5 or 10 spaces for this property. To provide surface parking for 20 spaces would take the majority of the site leaving no room for the building. Pro- viding underground parking would make the bulk of the building and massing out of scale with the building on Main Street. This would not be in character with the guidelines set up for the historical zone. The Historical Society has given their unanimous ap- proval to the proposed building and we request a parking variance which would allow parking accessable from the alley as presented on our site plan; thus creating 10 spaces, complying with the minimum 1.5 per thousand which you are allowed to grant.
