HomeMy WebLinkAboutcclc.min.081600 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 16, 2000 Vice-chair Bill Dinsmoor called the meeting to order at 8:30 a.m. In attendance were Eric Cohen, Terry Butler and John Start. Jon Busch was excused. COMMISSIONER COMMENTS Terry felt that the replacement of the trash barrels to bear proof containers would not be successful due to the difficulty in using them. John Starr asked Brian if in fact the bear issue on the mall is compounding. Brian informed the CCLC if bear proof trash containers are everywhere else except the mall then the bears will come down further into town. They are in Heron Park every single day. HABITAT FOR HUMANITY Tim Whitsitt, attorney represented Habitat for Humanity. They are requesting a fund raising campaign to build the first habitat home. Families most in need but yet able to afford the housing on a zero base interest are selected. The first house in the area is on the Emma Road. Habitat builds affordable housing. They sell two by fours for $5. They are requesting a weekend on the mall to sell the boards. A canopy will be installed with no advertising on it. Tim relayed that they raised $1,300 at Wal-Mart last year. MOTION: John moved to approve the sale of two by two boards on the mall for the weekend of August 18a~, 2000; second by Eric. All in favor, motion ca~ied. COMPACTORS Brian Flynn reported that the ordinance was pulled until all the data for a year was compiled. The goal is to get all the businesses in compactors. This winter, the documentation will be compiled and then presented to the council for review. Brian informed the Board that they are working on a compactor for the alley behind La Hosteria. Energy is being wasted by not going to the compactor. With the documentation those who are skeptical COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 16~ 2000 can see the benefit and the financial savings. The CCLC supports the compactor ordinance. Bill requested that Brian contact the new owners of the Planet Hollywood space and relay to them that they cannot encroach in the alley with a dumpster. The goal is to have the minimal number of dumpsters in the alleys. ENFORCEMENT John relayed that somewhere in the approval process trash is overlooked. The CCLC has requested in the past that it be part of the approval check off system. When you pull a building permit it must indicated where the trash would be located for pickup. Terry asked Ed Sadler and Nick Adeh if there is anyone who could call the owners of Planet Hollywood and tell them they need to discuss their trash pickup due to the change in ownership of the building and the remodel. Nick Adeh, City Engineer said sometimes all the permit applications are not routed. Nick relayed that he has had meetings with the Building Dept. and other departments regarding routing and how it can be expedited and in order to make sure things are not missed. Bill relayed that a verdi-pack could work in that alley. John informed Ed Sadler that the board is concerned with noise and trash in the central core. A compactor would reduce the noise and fewer truck runs could occur. Bill said individuals should be invited to the CCLC in order for the board to be pro-active regarding the compactors since we do not have the ordinance adopted yet. OUTSIDE DINING COMMERCIAL CORE & LODGING COMMISSION MINUTES OF AUGUST 16, 2000 Kathryn Koch, city clerk passed out an ordinance that would amend the municipal code to govern outdoor dining and sales activities in the commercial core. The ordinance was drafted from Boulder's current ordinance. CCLC is to review and make changes to the ordinance this winter and in the spring go forward to Council with the revisions. The criteria was based on the mall leases. Existing ordinances will be drawn together at a later date and incorporated in the revision. John relayed that during the entire process of DEPP never was it intended that we would widen the sidewalk and then stick cafe's in the public right- of-way. Kathryn explained that staff is getting a lot of requests from people that want to go outside their leased premises. Nick relayed that certain businesses have the fight to apply for encroachments: bike racks, flower pots etc. The challenge would be why they cannot get an encroachment for such items. Regulations need to be defined either way, Bill Dinsmoor said there is no mechanism for enforcement. John said no new encroachment should be issued for seating etc. until the ordinance is created. Nick said the basic process for violations is a four step pro.tess. A reminder of the city's codes; give written notice to remove it; a community safety officer serves them with a summons to appear in Municipal Court. The fourth would be that the city would incur the cost and take the object to the landfill. There is no specific area for impounded memhandise. MOTION: Bill moved to adjourn; second by John.
