MINUTES OF SEPTEMBER 20, 2000
Jon Busch called the meeting to order at 8:45 a.m. In attendance were
Eric Cohen, Terry Butler and Bill Dinsmoor. John Starr was excused.
Congratulations to Eric Cohen for his new position as a P&Z member.
They city attorney determined that Eric could sit on both boards.
Adam Walton congratulated the board on the success of the delivery truck
ordinance.
Adam's current concern is the trash left around the dumpsters by
restaurants, Adam submitted photographs of the trash problem at La
Hosteria. Bears are in the dumpster daily and he took photographs for the
board.
Adam said two bears have been seven feet away in his yard. The sow
weighed at least 350 pounds. They have done substantial damage to his
property. During the second week incident he yelled at the bear and went
inside the house. The bears have gotten inside his shed. The next day the
two bears were wrestling in his yard and got into the shed and ate 40
pounds of,dog food,
The problem is with the enforcement agencies. He feels the offenders
should be fined after two offenses. There is a 55 gallon drum in the alley
and it took three weeks for the Environmental Health to remove it. The
workers are dumping used cooking oil right in the dumpster and when BFI
picks it up it spills out in the alley and smells for weeks.
La Hosteria puts their excess trash in Susie's second hand store's trash
when they have no room left.
In Montana wild life has been damaged and many cub bears have been
burned. They are kept and fed and then taken back into the wilderness.
Aspen should do the same.
Bill said he had a bear at his business and Brian Flyrm came right over to
him regarding his trash.

Terry said the elk and deer have been fed but not the bears and this is an
concern of hers. We are meant to live in harmony with the animals
surrounding us. She is also in favor of feeding the bears.
Adam informed the board that Kathy Strickland should be commended to
her dedication to her office and the city.

Jon is leaving and will give his view points before he leaves for Hawaii.
Copies of the revisions will be handed out at the next meeting.
