Location: Upper Elementary School, Hallam and Garmisch Streets. Applicant's Request: The applicants are requesting conditional use approval to occupy space in the Upper Elementary School in the R-6 zone. Planning Office Review: Conditional uses in the R-6 zone include the following: "open use recreation site; public school; church; hospital; public administration building; day care centers; museums." In August of this year, you approved occupancy by the City/County Building Department in the Upper Elementary School for a one-year time period. In that time, the School District is directed to devise a plan for the long term use of the building. The Building Department was approved as fitting the "public administration" use. The applicants requesting review tonight, the category of conditional use they are submitting the request under, their occupancy pattern and parking needs, and other comments which the applicants wanted mentioned, are outlined in the attached summary sheet. This list, with the addition of the Building Department, is all-inclusive of the uses in the building. The categories listed are all conditional use categories and the justification offered for the applicants fitting into these categories is sound in the opinion of the Planning Office. The two day care centers obviously fall under the conditional use categories. The New Creation Christian Center is a church and the Christian Science Society is church -affiliated. Aspen Wilderness Workshop, the Aspen Council for the Arts, and the Aspen Film Fest are all funded by the City and therefore can be considered as public administration uses. The Roaring Fork Energy Center is a public entity in that it is a branch of the Colorado Office of Energy Conservation and Colorado Energy Extension Service. Parking needs are outlined in the summary sheet and total 20 ooI Y,�S-}�;�-{ spaces for weekday business -hour use. The Building Department has defined a need for six spaces, increasing the total requirement for the building to 26 spaces. The New Creation �<.Christian Center will use their space on Sundays and estimate their parking needs at 30 cars, and Wednesday nights the parking required is estimated at 25 spaces. The Engineering Department made a site visit and reported that 40 parking spaces can easily be accommodated. There will most likely be some on -street parking, but the impact may not be significantly greater than that generated by the use of the building as a school. • E Memo: Uses in the Upper Elementary School Page Two October 19, 1982 Section 24-3.3 of the Code provides criteria for the review of conditional use applications, as follows: 1) Compliance with Zoning Code and 2) Consistency with the Zoning District - As outlined earlier in this memo, conditional uses in the R-6 zone under which this application is being processed include day care centers, churches, and public admini- stration building. A third criteria is 3) Land Use Compatibility The proposal is not for any further development of the site, rather it is for consideration of the internal use of the structure. The available parking is adequate for the needs of the occupants and there should be little impact on the residential neighborhood. Eight applicants were given approval, along with the City/County Building Depart- ment who had received approval in an earlier review, to occupy space in the building until August 31, 1983. A condition of this conditional use permit was that a plan be submitted for the total use of the school which deals with long term use of the structure. This plan was to be reviewed at a time during the permit period. This letter is to remind you of that requirement of the approval.
