HomeMy WebLinkAboutcclc.min.02072007 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 7. 2007 Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.ill. Commissioners in attendance: Terry Butler, Mark Goodman, Excused were Stan Hajenga, Don Sheeley, Shae Singer and John Starr. Staff present: Jackie Lothian, Deputy Clerk Survey: Toni Kronberg handed out a survey to see if businesses and people in town think an aerial transportation system would be a benefit to Highlands, Buttermilk, Snowmass and Aspen. The survey is to determine if there is enough community support to do it. As of today 500 signatures have been collected. Bill commented that CDOT is not interested in aerial transportation. Toni said she is representing that an environmental impact study needs to be done to take a look at this system. The Ski Company does not want to bring this forward they want it to come from the community. The elected officials need to write a letter to CDOT that they want the record of decision reopened. Market Bill said at the meeting when we reviewed the applicants it was indicated by Shae and Kathy that Sam and Allegheny would not be in the market. That is false information. Based on that information we were allowing a new farmer to come in. I have asked that a phone call be made to the organic farmer requesting that he not make financial investments until this issue is resolved. Terry said she is glad Allegheny is back. Bill said Jennifer Craig's partner is back east and she may not have a partner to pursue the market, also her farm is for sale. Jim Pomeroy said she was opposed to having another organic farmer at the market. Jim said the new agriculture vendor grows unusual herbs in pots and does hot house stuff so that he can have produce early. MOTION: Terry moved to approve the minutes of January 17th; second by Mark. All infavor, motion carried. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 7. 2007 Bill requested that Casey Kaufman attend the next CCLC meeting to address her mall lease. The concern is that her mall lease is not being used during the day and is an obstruction and a hindrances for the community not being able to use the mall. She might have to change her menu somewhat. Jim Pomeroy, Cloud Nine Brownies. Bill said we separated the farmers to just farm groups and CCLC took everything else. CCLC through it time for the farmers to concentrate directly on farm issues and have that their focus. Jim Pomeroy requested that the CCLC come up with a statement for those vendors that moved over that states if you are thriving and doing a good job at the market year after year and contributing to the overall success of the market it is CCLC's policy that they should be able to continue year after year. You do not have to grandfather them in but that gives CCLC wiggle room. Something along those lines would reassure us allot. Terry asked what happened at the farmers meeting that Shae and Kathy attended? Jim said there is a bit of arbitrary decisions. It seems that CCLC is all of a sudden taking charge. When I was in we were told that we had to have approval from the farmers. Bill said a contract was given to the farmers to review and if changes were needed to let us know. They were invited to meetings. Terry said for clarification we are in charge of food and crafts but the farmers didn't know until Friday. Jim said some knew but some did not. Jim said he found out a few days before applying. Bill said it is unfortunate because the representatives said they would contact the agriculture vendors and let their group know about the contract. Jim also said one of their concerns is that people are adding more to their mix and prepackaged foods. Does this food become more agriculture or not. Bill said we have discouraged the farmers from day one from bringing in anything other than their farm stuff. If they bring in stuff they clearly have to mark it as farm produce that is not theirs. Packaged stuff crosses the line. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 7. 2007 Jim asked about packaged foods. Bill said Kathy Wood has packed items in her booth because she grows a lot of her stuff that she cans. That is how we differentiate between the two. Kathy just doesn't go out and buy ingredients. The goat cheese lady has a goat farm. It is not that fuzzy. Jim asked where Jeffs Italian ice falls when he uses honey in his ice cream. Bill said he falls in the category with Louis Swiss. The entire market inherited people as foundational members because of their courage and their entrepreneurial efforts to take the risk in the very first years. Jeff and Louis Swiss have a special position. Going forward, if Jeffleft, the conversation would be interesting to see who we would replace him with, possibly nobody. Jim said Jeff has honey and is he agriculture. Bill said he does so little with the honey he falls under CCLC. We are not splitting hairs, it is much easier for farmers to manage farm issues and we do the rest. Bill said the craft people are charged per foot differently than the agriculture people. Jim said that was a concern of Pappa delli's, anyone with a double booth paid double fees. Bill said if someone can't pony up another $345. for the entire summer, which equals $19.17 more a day. ... Jim said the concern is can any change happy at any moment. Bill reiterated that we clearly highlighted the changes in the contract. Terry said she remembered the meeting and there didn't seem to be any questions. Jim said we are wanting to add some new items to our inventory and they do not compete with the town. They would be items around chocolate: sauces and caramel sauces of different flavors and coco mixes. All would be pre- bagged. Bill said we need to address that at the next meeting. 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 7. 2007 Jim also mentioned that it was discussed and recommended from the accountant that the manager and whomever employed should be employees of the market and the accountant will handle all the paper work and the non- profit status. Bill said the farmers and craft need to make that decision. Their salaries come out of market funds. Bill said we are facilitators. Jim pointed out that there are clear tax issues that need addressed. Bill said they are under a contract. Meeting adjourned at 10:30 a.m. Kathleen J. Strickland, Chief Deputy Clerk 4
