Dear Mr. Moore:
On September 26, 1977, the Pitkin County Board of County Commissioners
considered an application by the City of Aspen to construct a sin9le
racquetball court to be attached on the north side of the existing
office and bathhouse structure. The structure would be similar in
design to the existing building and its dimensions would be 20 feet
high by 20 feet .wide by 40 feet long. The Board approved the appli-
cation with several conditions dealing with design and parking
problems and limiting the use of the facility to racquetball or
similar sports.
An additional condition of their approval was that you be notified as
a courtesy to the adjacent landowner. Should you wish any further
information on the proposal, I would be happy to respond. I can be

believe the City wishes to construct the court next spring.

Dear Mayor Standley and Members of the City Council;
During their consideration of the City' sapp1 ication to construct a
racquetball court at Iselin Park, which was approved on September 26,
1977, the Board of County Commissioners t.ook note of the neighborhood
impact posed by the field lights. It was observed that on many
occasions, the lights were left on well after an evening game was
over and that the lights were so arranged as to shirye on or be visible
from the property of adjacent homeowners. Such lighting constitutes
disruptive visual impact within a residential area as we11.as being
wasteful of energy.
On behalf of the Board, I would like to respectfully request that the
City take action to ameliorate the situation. Would it not be possible,
for example, to install a timing device that would automatically shut
the lights off at a certain hour? Redirection of the lights inward
so that the arc of light impact is more confined to !the field would
also be desirable.
We would be grateful for any action taken on this matter.

On September 26, 1977, the Board of County Commissioners approved the
city's application for the addition of one racquetball court to be
attached on the north side of the existing office and bathouse building
at the James E. Moore pool. The attached resolution will give you an
idea of the conditions of their approval. The Planning Office will
follow-up with a letter to James E. Moore advising him of the new
construction which, I assume, will happen next spring. Please advise
me if you have made any changes in the,plan to build the structure, so
I don't give Mr. Moore any erroneous information. I will hold off
on sending the letter until I hear from you.
The Board of County Commissioners also expressed concern over the
parking problem off the side of the road on Maroon Creek. They felt
that overflow parking was both damaging to the roadside and presenting
a traffic hazard. The county would like the city's cooperation in
ameliorating the situation, the details of which, I assume, may be
worked out between you and the County Manager.

The attached application is submitted by Summit Corporation on behalf of
the City of Aspen. The proposal involves a single racquet ball court
housed in a structure 20' x 20' X 40' located adjacent to the Iselin
Park Bathouse and office building. Special review is required as this
is a recreational building within the AF-2 zone district.
We have reviewed the proposal for its impact on surrounding area and find
that the use and structure will have minimal impact. The proposed use
in this instance is integrated with an established recreational site.
In and of itself, the single court is not a likely lightning rod for high
impact special events with their attendant automobile congestion, noise,
and safety problems. In fact, this facility's contribution to numbers
of persons visiting the park area will be negligible given the fact that
Maroon Creek road is heavily traveled both winter and summer for recre-
ational opportunities at the park at Highlands and beyond~ Special
sports events are already held in this location but we see no reason to
believe that the racquet ball court will open up any additional opportunity
for special events. The park is located on a city bus route.
While the visual impact of a square cinderblock building is not ideal,
the location and consideration of adjacent structures somewhat mitigate
the overall effect. Few, if any, of the adjacent residences look
directly to the site. The lower topography of the site further hides
the structure from surrounding homes. The court building is in fact
proposed as an extension of the pool and bathouse structure and will
therefore not constitute a distinct visual blight. The design, if
simple, is certainly compatible.
The Planning and Zoning Commission considered the matter at their August
17th meeting where much of the discussion centered around management of
public recreational buildings. Their recommendation was to approve the
application subject to:
1. Improved management of the facilities at Iselin Park
recognizing current deficiencies.
2. That use of the court be limited to racquetball and
related sports games.
3. That the design of the building be compatible with
existing structures including a harmonious roof line.
4. That James E. Moore be notified of the proposal as a
courtesy to the adjacent landowner.

SUBJECT: Special Land Use Permit Request for the Construction of
a City of Aspen Indoor Racquet Ball Court.
TO: Pitkin County Planning Office, Pitkin County Commissioners
and pitkin County Building Inspector.

David Muckenhirn; Contracting Agent for the City of Aspen
Acting Under the Authority of P. Mahony, City Manager arid
T. Armstrong, City Recreation Director.
GENERAL: In accordance with the Pitkin County zoning ordinance the
City of Aspen through its contracting agent, David Muckenhirn, here-
by applys for a special land use permit for the construction of a
single indoor racquet ball court. This court would be constructed
on city owned land in Pitkin County, zoned AF~2-PUD at the Fred
Iselin Memorial Park. Please see attached location map. The
court would be located adjacent to the pool bathhouse/office
building and use existing locker and restroom and other support
facilities.
BUILDING DESCRIPTION: The building comprises an unpartitioned, single
room structure with inside dimensions 20' x20' x40', thoseofa regulation
racquet ball court. It would be set into the ground and would be
coincident with the visual profile of the existing building. Con-
struction would be primarily of cinder block with roof detail to
match the existing building. Access would be through a single door
which when closed would be part of the playing surface. Exterior
colors would match the existing building.
EXPECTED USE: Racquet ball (or other games) limited to four people
at once during normal city recreation hours. It is felt this use
is consistent with existing park facilities and expands them in
terms of quality but not significantly in space or quantity.
SCENIC QUALITY: Because this building would be integrated into the
existing bathhouse/office building with almost identical architecture
its visual impact would be minimal. Please refer to attached photo.
Height would be within 2 feet of existing building and size approx-
imately 40% of the existing building.
SEWAGE DISPOSAL IMPACT: The facility would uSeV~~lsting building at
a maximum rate of four people per hour. This is negligible.

Directions: Any applicant for a development requ~r~ng a permit under
this code shall be responsible for showing conformance with any applicable
policies of Section 2 as listed below. The applicant shall submit those
requirements necessary to show conformance with these policies and the
related general regulations of Section 5. Upon submission of the applica-
tion and all submission contents, the Planning Office shall distribute
same to appropriate referral agencies which shall indicate its certifica-
