Alpine Lodge GMQS Exemption by Community Development Director

SUMMARY: The applicant, Alpine Lodge, has requested a GMQS exemption to allow for a 525 s.f
expansion of the existing owners' quarters on the main structure fronting SH 82. The applicant initially
applied and paid the applicable fee for a "I step" PZ review based on the expansion of commercial space.
Staff is recommending that the application be processed as a staff review based on the following specific
code sections:
. Section 8-104(B)(I) gives the Community Development Director the authority to exempt commercial
or office building expansion of 251 - 500 s.f net leasable space from the growth management
competition and scoring procedures. The expansion exceeds 500 square feet, and I assume that Kim
used this reasoning to require Planning Commission approvaL
. Section 8-105 ( e) gives the Community Development Director the authority to exempt the remodeling,
restoration or expansion of existing single-family or duplex dwellings from the growth management
competition and scoring procedures. As indicated in the plans (attached), the proposed addition is only
for the existing residents quarters, is independent of the lodge use and does not impact any net leasable
square footage. The definition of a "dwelling" in the Land Use Code reads as follows:
"means a structure or portion thereof which is used as the private residence or sleeping place of
one or more human beings, but not including hotels, lodge units, clubs, hospitals, temoprary
strnctures such as tents, railroad cars, trailers, street cars, prefabricated metal sections, or
similar units. JJ
Recommendation: Staff recommends approval of the GMQS Exemption for the expansion of an existing
single-family dwelling. The project will have to proceed through Ordinance 30 Design Review prior to
issuance of a buildng permit.

Beginning at the northeast corner of Lot 4. Ferguson
Exemption Plat. Pitkin County, Colorado. recorded as

Recorder of said Pitkin county, also being a point on the
westerly line of a boundary line agreement recorded in Book
235 at Page 905 of said Pitkin County Records; thence N
