Staff recommends that the County explore the possibility o f enhancing the landscaping around the Highway 82 corridor in this area to offset and minimize the visual impacts of the increased amount of pavement for parking vehicles and airplanes. 2. Staff recommends that the County develop a new berm configuration around the newly proposed vehicle parking lot to further minimize the visual impact of having parking closer to Highway 82. Staff believes that the existing berm does a good job of concealing much of the airport from Highway 82. Staff recommends that at a minimum the County replace the berm configuration that is presently in existence and move it closer to the highway to conceal the new parking area. 3. Staff also recommends that the County ensure that an adequate drainage plan is designed and implemented to control the increased runoff generated from additional impervious surfaces as proposed in the application. Introduction The purpose o f this application is to seek approval for several improvements to the Aspen Pitkin County Airport as contained in the approved 1998 Aspen-Pitkin County Airport Airport Layout Plan Update. This Plan considered the entire airport property and all of the functions that occur on the property. The specific improvements requested in this application were identified as appropriate for this location in the Airport Layout Plan Update, which was reviewed and approved by the Pitkin County Board of County Commissioners and accepted by the Federal Aviation Administration. The requested improvements are identified in Phase I of the Capital Improvement Plan . The proposed improvements include: 1. Complete grading (approved in 1998) and paving of the General Aviation Apron on the north end of the airport to allow the relocation of airplane parking out of the Runway Object Free Area (OFA); 2. Install a small vehicle parking area for local-based aircraft owners; 3. Removal of paving along the west side of Taxiway A. Some of this grading work was conducted during the 1999 summer construction season. The remaining grading work can be completed under the previously granted approval. However, the installation of the road base and paving surface for the apron extension require Special Review and Scenic Overlay approval since this will involve more fill and will result in aircraft being parked closer to the Highway than in the current condition. Further review of this project is also required per Resolution 98-67 (See Attachment C). Background The Aspen/Pitkin County Airport is located approximately 3 miles northwest of the City ofAspen, just west of State Highway 82 in Unincorporated Pitkin County. The airport, encompasses approximately 572 acres in the Roaring Fork Valley at an elevation of 7,815 feet (see Figure 1, Vicinity Map). The National Plan of Integrated Airport Systems defines Aspen/Pitkin County Airport as a Primary Commercial Services Airport, (the airport enplanes at least 10,000 people annually and receives scheduled airline service). The airport is owned and operated by Pitkin County, which is the applicant for this land use application. The Board of County Commissioners (BOCC) oversee major facility decisions and approve funding for major capital improvement projects, a full time manager oversees the day-to-day operations, performs strategic planning, and coordinates all development activities associated with the airport. 2 4 Construction History: The Civil Aeronautics Administration and Pitkin County, as airport sponsor, funded the initial construction of Runway 15/33, a connecting taxiway, and an apron in 1957. The original paved runway was 5,200 feet long by 60 feet. In 1958, the airport was officially dedicated as the Aspen-Pitkin County (Sardy Field) Airport. In 1963, the runway extended to 6,000 feet. By 1969, the runway was widened to 80 feet in order to accommodate larger aircraft. During the 1970s, in ordfer to focus on customer air service, the County planned and provided for centralized passenger service. A parcel of land containing approximately 29 acres was acquired to accommodate a new terminal building and an aircraft parking apron was constructed in 1973 to serve the new terminal. The new 17,500 square foot terminal building was constructed in 1976 and was the first commercial building in the United States to use passive solar heating. The runway was lengthened and widened in 1983 to 7,004 feet long by 100 feet wide. The entire terminal area was redeveloped in 1986 and 1987. This included new vehicular access roadways and the expansion of the terminal to 37,500 square feet. Aspen-Pitkin County Airport Layout Plan Update: Per Resolution No. 98-67, The Pitkin County Board of County Commissioners approved an amendment to the Pitkin County Airport Master Plan and Special Review for the Airport Carwash and Fueling Facility (see Attachment C). The 1998 Master Plan Update included a phased Capital Improvement Plan. This plan shows improvements in three phases; Phase I (1998-2002), Phase II (2003-2007) and Phase III (2008-2015). Figures 2, 3 and 4 depict the work to be conducted during each of these phases. The proposed improvements are identified in Phase I (Figure 2) as Item 6. HAL aircraft and vehicle parking was approved in 1998 and was partially completed in the summer of 1999. The previous Master Plan for the airport was prepared in 1989. Since that time, there have been a number of changes to airport layout standards established by the FAA. Among these is the requirement that there be an 800 foot-wide area centered on the runway and extending 1000 feet beyond the end of each runway which must be clear of all objects not required for aeronautical function. This new requirement prohibited parked aircraft, fences, roads and trees within the Object Free Area (OFA). This required the County to begin considering alternatives to relocate the aircraft parking apron, fences and the topping or removal of trees. A preapplication conference was held with County Planning Staff on November 10,1999, and the summary is included as Attachment B. In this application, we will demonstrate compliance with the applicable provisions of the Pitkin County Land Use Code. Project Description The apron expansion project involves adding several feet of fill over the existing terrain and covering this rough grade with road base and paving. The road base and paving will add approximately 2 feet to the overall depth of the fill. The Grading Plan (Figure 6) shows the preexisting grade (prior to the grading conducted in the summer of 1999 - fine dashed contour lines), the existing grade (including the fill deposited last summer - heavy dashed contour lines) and the proposed rough grade (not including the road base and paving surface - solid contour lines). The heavy dashed line on this figure is the edge of the new extended apron. As depicted on this figure, an additional 2 to 4 feet of fill will be placed to bring the rough grade up to the desired elevation. This will require approximately 20,000 to 30,000 cubic yards of fill. The rough grade will then be augmented with an additional 2 feet of road base and pavement over the entire surface. It is this road base and pavement surface for which approval is sought in this application. The final surface elevation ofthe apron extension is depicted on the Site Plan (Figure 5). The total change in elevation over the current condition will be 6 feet at the north end of the apron decreasing to 2 feet at the south end of the apron extension area. The surface of the apron is pitched at approximately 2 % to allow the surface to sheet-drain to the north. Trench drainage will also be used to drain the surface of the apron. The grading plan has been designed to respond to existing drainage patterns, to provide a relatively flat apron surface and to minimize fill. The edge of the new landform has been designed to gradually transition back to the existing grade. The disturbed area will be reseeded with native grasses to allow it to blend with the existing landscape in the surrounding area. The proposed project is the first of a two-phase expansion ofthis portion of the General Aviation Apron, the purpose of which is to relocate aircraft currently parked closer to the runway and in some cases within the OFA. The second phase is intended to be constructed between 2003 and 2007 and is depicted as Item 4 on the Capital Improvement Plan - Phase II (Figure 3). As shown on this figure, the Phase II expansion will be located to the north of the proposed expansion. The Phase I apron expansion has been sized to accommodate 89 aircraft parked in three rows, as shown on the Site Plan (Figure 5). The Site Plan also shows a hanger, which includes 5 0 f the 89 aircraft that will be accommodated in this area. This hanger was approved in 1998 but has not yet been constructed. The improvements to be constructed during the 2000 construction season also include the removal of pavement along the west side of a portion of Taxiway A. The pavement to be removed is identified on the Site Plan (Figure 5). The total area of pavement to be removed along this taxiway is depicted on Figure 2 by a crosshatch pattern. This pavement is being removed to increase the distance between the runway and the taxiway. The pavement removal does not require any additional approvals and none are being requested in this application. We would point out that the removal of this paving reduces the total amount of paving being added to the airport grounds by the proposed General Aviation Apron expansion. The net increase in paving as a result of the proposed improvements to be constructed in the year 2000 is approximately 68,242 square feet. It should be noted that there will be a significant amount of additional pavement removed along the east side of Taxiway A as recommended in the Airport Layout Plan Update. The applicant is also proposing safety lighting in the aircraft parking area. The applicant proposes to install low level, bollard light fixtures. These fixtures will provide minimal illumination in the area where the electric sockets are located. Currently, aircraft users park their vehicles out near where their planes are parked and use the vehicle lights during loading, unloading and other preparation and maintenance procedures. This practice will be discouraged and a separate parking area is being constructed to accommodate this parking. Figure 7 is a specification sheet providing dimensions and other information for the proposed light fixtures. Figure 8 is a photograph of the fixture. These fixtures have been used elsewhere on the airport grounds and at the Intercept Lot. The fixtures are 3 96 feet tall and the light source is protected by a louvered shield. Since the elevation of the apron surface will be above that ofHighway 82, the light from these fixtures should not be visible from the Highway. There will be a total of,31 fixtures distributed among the aircraft as depicted by the dots on the Site Plan (Figure 5). The spacing of the fixtures has been designed to provide one fixture for every three aircraft in the double-parked rows and one for every two aircraft in the single-parked row. The proposed project also includes a small vehicle parking area to accommodate vehicles for the local- based aircraft operators. This parking area contains 30 spaces and is depicted on the Site Plan. As mentioned previously, these spaces are being constructed to provide an alternative to the parking that currently occurs out in the aircraft tiedown area. This parking area will be located outside of the security fence and will be accessed using an existing access road. The existing terrain in the area of the proposed vehicle parking lot is relatively level and is covered with gravel. The construction trailers for last year's improvement project were located in this area, The applicant would like to utilize this area for construction trailers and staging again next year. The proposed parking area will be surfaced with a recycled asphalt paving. No lighting is contemplated for this parking area. m The applicant also intends to extend the existing security fence to encompass the new apron expansion. Much of this fence was installed during the summer of 1999 and is currently in place. The portion of the fence which was installed in 1999 is depicted on the Site Plan as a line with a triple x symbol and is generally parallel to Highway 82 along the east side of the proposed apron expansion. The proposed extension of this fence is depicted as a line with a double x symbol. This new segment is approximately 570 feet in length and also runs along the east side of the expanded apron. The new fence segment ties in with an existing chain link fence at a point southwest of the proposed vehicle parking lot. The existing chain link fence is depicted as a line with a single x symbol on the Site Plan. The proposed fence will match the fence that was installed in 1999. This is an electric wire fence with treated wood posts. The fence, which was installed in 1999, can be seen in the photographs on Figures 9,10 and 11. No fill or other disturbance will occur beyond this fence. The proposed apron extension has been designed to accommodate aircraft shelters (Patio Shelters) that have been identified in this area on the Airport Layout Plan Update. Approval for these shelters is not requested at this time as their exact design, location and type has not yet been determined. There are several issues associated with these shelters that the County may wish to discuss during the review of this application. These include what type of shelter should be used (Patio Shelter or T Hanger), how funds for these shelters and the pavement and road base under them will be paid for (the FAA will not fund these improvements). The type of shelter is important because the grading and drainage for the apron surface may be different depending on the type of shelter to be installed. Scenic Overlay Review The proposed project is located within the mapped scenic overlay area for Highway 82 and is not eligible for exemption or planning director sign-off under the current provisions ofthe Pitkin County Land Use Code. The Planning Commission is the approving body on the Scenic Review and is a recommending body on the Special Review. The Board of County Commissioners has final approval authority on the Special Review aspects of this project. Public hearings at both the Planning Commission and Board level are required. The primary issues with respect to visual impacts from this project are the installation of 2 feet of road base and pavement, which will be deposited over the approved rough grade fill for the General Aviation Apron expansion and the use of the extended apron for aircraft and vehicle parking. In the following paragraphs we will discuss the projects compliance with the applicable Scenic Overlay criteria. The actual code text has been included in italics for reference. 3-60-040 Scenic Overlay Standards Figures 9, 10 and 11 are photographs taken of the proposed development site from Highway 82. Generally, the proposed improvements will be more noticeable from the southbound (upvalley) travel lanes. Figures 9 and 10 include photographs taken from four different locations along the southbound (upvalley) lanes. Figure 11 shows the views of the site from the downvalley lanes. These photographs show the site as it exists today with the new fence and fill that were constructed in the summer of this year. The new fence in these photographs extends well beyond the area where the proposed apron expansion (Phase I) will occur. E. Review criteria for development within the Scenic Overlay and Ridgeline mapping shall be as follows: 1. Whether the proposed development has utilized existing topography and natural vegetation, such as ridges and hills to screen buildings to the maximum extent possible. Year 2000 Capital Improvements Scenic Overlay and Special Review Application December 1999 RESPONSE: The approved rough grade fill has been partially completed pursuant to a previous approval. This fill has been in place on the site since last summer. This application deals only with the installation of the road base and pavement surface, which will add approximately 2 feet to the approved grading. When completed, the apron extension will add between 2 and 6 feet of fill over the existing terrain along Highway 82. The proposed development area can be divided into two areas in terms of existing terrain. Figure 5 shows an area of existing shrubs between the Highway and the proposed apron expansion. These shrubs mark the northern edge of the area where fill will occur along the Highway. These shrubs are highlighted in photograph #2 on Figure 11. The portion of the site to the south of these shrubs is an existing elevated bench that is somewhat screened from the Highway. The proposed apron expansion and aircraft parking in this area will have little or no additional visual impact on the Highway. The aircraft that wilI be parked in this area will be largely screened from view from the Highway. The area to the north of the existing vegetation identified on Figure 5 is where most of the fill will occur. The addition of 2 feet of road base and pavement to the approved rough grade fill will not significantly increase the visual impacts of the apron expansion and was contemplated when the approval was granted for the rough grading in 1998. The existing bench and shrubs referred to above also help screen the project and aircraft parking as viewed from the north bound (downvalley) travel lanes. This grade change obscures the site until vehicles reach a point approximately 400 feet upvalley of the Air Traffic Control Tower. One exception iN the small vehicle parking lot, which will be visible from the northbound (downvalley) lanes of Highway 82. The approximate location of this parking lot is labeled on photograph #1 on Figure 11. The parking lot is located in front of and among other structures and improvements on the airport grounds and should not create a noticeable change in the view of the airport from the Highway. 2. Whether the proposed development has been designed to complement the natural topography of the land, including, whenever possible and appropriate, the utilization of innovative architectural techniques such as earth sheltered design, natural materials and coloring, non-reflectability and clustering of structures on the least visible portions of the site. RESPONSE: The proposed road base and pavement are part of the overall land form that includes the rough grading approved last year. The grading for this landform has been designed to provide a gradual transition back to the existing grade. Figure 5 shows the gradual eurving contours of the proposed fill along the Highway. There are similar rolling landforms in the surrounding landscape currently, as shown by the photographs on Figure 9. This new slope will be seeded with native grasses after construction, which will help the new slope blend in with the existing landscape. 3. Whether the proposed development 's height and bulk has been designed to avoid, to the maximum extent possible, the visibility of buildings from the highway and public viewplanes. RESPONSE: There are no buildings included in this proposal. 4. The proposed structure shall be placed so it does not break a ridgeline, unless there are no alternate building sites on the lot. Aspen/Pitkin County Airport - Year 2000 Capital Improvements 17 Scenic Overlay and Special Review Application RESPONSE: There are no structures included in this proposal. The apron expansion will create a new sloped area, a portion of which will be visibile from the Highway. This land form will not break a ridgeline. The Airport Layout Plan Update identifies this area as the location for construction of Patio Shelters in the future. Approval for these shelters is not requested at this time. However, the shelters are generally low tying roof structures which, if located in the areas shown on the Airport Layout Plan Update, will not break a ridgeline. 5. Whether the proposed development has avoided the location of uses on the highest ground or most visible portion of the site as viewedfrom State Highway 82 and public rights-of-way, identified in Section (B)(1) above. RESPONSE: Once constructed, the proposed apron expansion will be used for aircraft and vehicle parking. The aircraft that will be parked in this area are small local-based planes as can bee seen in the background in the photographs on Figures 10 and 11. The surface elevation of the apron will be between 14 and 18 feet higher than the highway travel lanes. This elevation difference will help to screen this use from view. The vehicle parking area will not be screened from the southbound (upvalley) lanes of the Highway due to the difference in elevation between the parking area and the Highway and the existing vegetation. However, the parking lot will be visible from the northbound lanes as previously described. 6. Whether the,proposed development has been located outside of the designated Scenic Overlay, or on a suitable site at the greatest distance possible from State Highway 82 and identified ridgelines. RESPONSE: The entire site is located within the mapped Scenic Overlay Area. Location of the proposed improvements on this site is constrained by several factors including limitations related to the location of structures and parking which are established by the FAA. The site is not located within a ridgeline area and no ridgeline will be broken by any of the proposed improvements. 7. Whether the proposed development has been landscaped in accordance with the adopted State Highway 82 Corridor landscape guidelines and has preserved natural vegetation, to the maximum extent possible, including the avoidance of development within irrigated meadows. Existing vegetation shall be maintained to the maximum extent possible, while using existing vegetation to screen development. A landscaping plan shall be submitted by the applicant and approved by the Planning and Zoning Commission. RESPONSE: The adopted State Highway 82 Corridor Landscape Guidelines identify four basic objectives as follows: 1. Preserve historical rural character; 2. Preserve spacious open views; 3. Preserve the natural ecosystem of the corridor; and 4. Landscaping should be self-maintaining. The site of the proposed improvements has historically been part of the airport grounds. The proposed improvements will expand on the existing historic use of the airport property. This Aspen/Pitkin County Airport - Year 2000 Capital Improvements 18 Scenic Overlay and Special Revieru Application expansion is being pursued as part of the functional and safety related improvements identified in the Airport Layout Plan Update. The area where the proposed improvements will be located is relatively open and currently is covered with native grasses and other ground cover as well as some existing shrubs most of which are to be preserved. The existing view across this site includes the grassy area in front of the airport runway and taxiway. Aircraft are currently parked in the area immediately behind the site along the east edge of Taxiway A. Thus, aircraft are visible from the Highway in this area of the airport. The proposed improvements will not substantially affect views across the airport grounds. The proposed road base and paving will have no adverse effect on the existing ecosystem over the already approved rough grading which covers the same area. The most significant change to the ecosystem will be the increased runoff from the hard surface of the apron. This will be handled by the relocated drainage swale, which will run along the west side of Highway for a distance of nearly M mile before entering Owl Creek. The Airport maintains a storm water runoff plan which is reviewed annually to monitor changes in the runoffvolume and water quality. The area disturbed during construction will be seeded with a native grass mix. This native grass mix will require little maintenance. The site where the proposed improvements will be located is part of the existing airport grounds and is not located in an irrigated meadow. As has been stated previously, there is very little existing vegetation except native grasses in the area where grading and paving are proposed. No vegetation other than grasses, other ground cover and a few shrubs will be removed as part of this project. 8. Whether the proposed development's exterior lighting has been designed in such a manner that light sources, such as facade and landscape lighting, will not be seen from public rights-of-way as identijied i in Section (B) (1). In addition, an application shall be consistent with the lighting regulations identijied in the Pitkin County Land Use Code. RESPONSE: The only lighting planned for this project is low-level, bollard lighting in the area of the aircraft tie downs. This lighting is for safety purposes and should have little or no impact on the Highway. Figure 7 is a spec sheet showing the light fixtures intended to be installed. Figure 8 shows the appearance of the fixtures. These lights will be 3 M feet in height and a Iouvered shield protects the light source. Tile nearest fixtures are over 240 feet from the southbound travel lanes of the Highway. To further minimize the potential for light impacts, the fixtures will be wired with a motion detector. It is also unlikely that these lights will be used after 11pm as no flights are allowed after this hour. In addition, the elevation of the apron surface is well above that of the Highway. The light source in these fixtures will not be visible from the Highway. Lighting will be consistent with the lighting regulations identified in the Pitkin County Land Use Code. 9. Landforms and earth moving shall generally not be acceptable as the sole measure of compliance with these regulations. However, they may be utilized in conjunction with other site techniques designed - into the development plan. These methods may be acceptable when utilized as one of several methods to complement and enhance development, rather than as the single device for screening developmentfrom view from the State Highway 82 Corridor and as mapped. Aspen/Pitkin County Airport - Year 2000 Capital Improvements 19 Scenic Overlay and Special Review Application RESPONSE: The only landform proposed as part of this project is the 2 feet of road base and paving to create the apron surface. No berms or other landforms are proposed for screening purposes and none are necessary to achieve compliance with the Scenic Review provisions. 10. Whether the proposed development has been designed so as to avoid, to the maximum extent possible, any Scenic Viewplane identified on the State Highway 82 Corridor Master Plan and Down Valley Comprehensive Plan. RESPONSE: There is no Scenic Viewplane mapped for this area. The nearest mapped Scenic Viewplane is located just downvalley of Maroon Creek Road and preserves the view of Pyramid Peak. 11. Inthe case where 1041 hazardareas may be inconflictwith preservationof scenicareas, the Board acknowledges that 1041 issues take precedence over scenic concerns. These issues shall be reviewed on a case by-case-basis. RESPONSE: There are no known 1041 issues associated with the area of the proposed improvements. Special Review Standards 3-210-010 - Special Review Criteria The following discussion addresses compliance with the applicable Special Review criteria. Direct excerpts from the Pitkin County Code are italicized, followed by a response regarding the proposed project's compliance with the Code. This section of the Code establishes review standards for uses designated as Special Review in Section 3-30 and Figure 3-1 (refer to Section 4-60 for procedures and Section 5-50 for submission contents). The Board of County Commissioners may approve with conditions or deny development applications for uses designated as special review uses within a zone district. Applications will be reviewed for compliance with all of the standards in this section. Major amendments to special review approvals shall be reviewed for compliance with the standards in this section pursuant to Section 4-60. Minor amendments to special review approvals may be permitted subject to compliance -with the standards in Section 3-200.80. A. The special review use shall consider: 1. The applicable County Master Plan; RESPONSE: The applicable Master Plan is the Aspen-Pitkin County Airport Airport Layout Plan Update approved in 1998. The proposed improvements are recommendations of this Plan and are consistent with all provisions of this document. 2. County Land Use Policies in Article 2; Aspen/Pitkin County Airport - Year 2000 Capital Improvements 20 Scenic Overlay and Special Revieru Application RESPONSE: The applicable policies of the Code have been addressed elsewhere throughout this application. These issues were also addressed during the review of the Airport Layout Plan Update which was approved by the County and which recommends the improvements proposed in this land use application. The proposed improvements comply with the County's Land Use Policies. 3. The intentofthe Zone Districtinwhichitisproposed to belocated; RESPONSE: The airport is currently zoned Public (PUB), which lists airport as a special review use. The zone district intent statement also includes the following language: "development activity in this zone district should be based upon the adoption of a master plan." The adopted master plan for the airport is the Aspen-Pitkin County Airport Airport Layout Plan Update. The proposed improvements are identified in the adopted Master Plan for the airport. 4. The character ofthe immediate vicinity ofthe parcel proposed for development andsurrounding land uses, or enhance the mixture of complimentary uses and activities in the immediate vicinity of the parcel proposed for development. RESPONSE: The proposed improvements are intended to accommodate uses that already exist on the airport grounds, but are located in areas considered unsafe or inappropriate by the Federal Aviation Administration. The apron expansion will provide aircraft parking some of which is currently occurring within the Building Restriction Line and Object Free Area. This condition is considered unsafe. There will be no increase in the number of planes that can be stored on the airport grounds as a result of these improvements. The expanded apron will simply provide a safer location for aircraft storage. In fact, according to the Aspen Base Operations (ABC)) the Airport has lost over 100,000 square feet of area which had previously been used for aircraft parking. Similarly, the proposed vehicle parking area will provide parking for persons utilizing the local-based aircraft. Currently, these vehicles are parked out near where the aircraft are parked. B. The location, size, design and operating characteristics of the proposed special review use must be in harmony with the surrounding area and minimizes adverse effects, including visual impacts, impacts on pedestrian and vehicular circulation, parking, trash, service delivery, noise, vibrations, and odor on surroundmg properties. RESPONSE: The proposed improvements are intended to provide better and safer locations for uses that already exist on the airport grounds. There will be no change in the size or basic operating characteristics of the airport operation as a result of these improvements. C, There must be adequate public facilities and services to serve the special review use including but not limited to roads, potable water, sewer, soled waste, parks, police, fre protection, emergency medical services, hospital and medical services, drainage systems, and schools. RESPONSE: All necessary public facilities and services are available on-site. D. An application for a special review use must demonstrate to the Board of County Commissioners that the proposed development will not: Aspen/Pitkin County Airport - Year 2000 Capital Improvements 21 Scenic Overlay and Special Review Application 1. Materially endanger the public health, safety or welfare; and RESPONSE: The project has been designed to pose no danger to public health, safety and welfare. 2. Substantially injure the value Of adjoining or abutting property. RESPONSE: No significant impacts are expected from the proposed improvements above and beyond those currently associated with airport operations. Summary The proposed improvements are recommended in the Airport Layout Plan Update and have been shown to be consistent with the Scenic Overlay and Special Review Standards of the Pitkin County Land Use Code. We, therefore, request that the Planning Commission and Board of County Commissioners grant Scenic Overlay and Special Review approval for the improvements as requested in this application.
