SPECIAL MEETING ASPEN PlANNING AND ZONING COMMISSION JANUARY 27, 1981 In the absence of Olof Hedstrom, Perry Harvey called the meeting to order with members Hunt, Klar, Pardee, Tygre and Blomquist present. LITTLE ANNIE'S SKI AREA Joe Wells began by stating that the charge for Little Armie's at the last meeting was to come back with mere information on transportation. They have also submitted a redesign of the housing portion of the base area site, which they will want to discuss at this meeting. Joe said that what the commission needs to do tonight is discuss a resolution which would include points that Wells had notes on. He said he would like to get through the additional items, mest of which are fairly minor. He said he would bring the commission a draft resolution on February 10, 1981, according to the schedule which he had just given to each member. He said he will also bring draft language for the amendments necessary to accomedate the dormitory use in the R-6, REO. Wells said that because of the failure to publish this week, the public hearing cannot be held on the 10th so" it will be held on the 17th of February. According to his schedule the resolution should be going to City Council on the 23rd of February. Wells said that Tom Dunlop was present at the meeting to touch on areas of concern with regard to water sewer, air quaility and that sort of thing. Since Dunlop had a session to attend at CMC this evening, he would like to speak fairly early. Dunlop said his department did a memcrandum for Wells in November, prior to the public hearing held at the Gant. The memc regarded air quality impact, sewage disposal, water supply, water quality, solid waste impact and noise abatement. After that meeting, Tom said they talked with some of the consultants and were anticipating getting responses to their memc. However, at this point, they have not received anything in writing. He said there was a conversation with a consul tating engineer, where they went over waste disposal requirements. Perry Harvey wanted to know if this concerned just the base area and Tom said no, the major location of his concern was the top. Specifically, on the sewage part of it, he said they were looking for flow equalization in to the waste disposal system which will obviously regulate the loading system so there won't be peak and low points. Al Blomquist asked if the commission should procedurally concern themselves with this because the City only has anything to do with the base. Wells said his opinion has always been that the City has joined the County in a site specific agreement, identifying questions outside the Cii:y boundries. He felt that by virtue of having entered into that agreement, Little Armie had agreed to allow the City to address any area of concern, whether it be within the base area, and therefore within the City limits, or on Richm::md Hill. As far as the board was concerned, that was entirely up to them. Harvey told Dunlop to go ahead and outline his concerns. said he would switch down to the base facility and then commission wanted, they could continue up the hill. He said the one they are interested in getting some response to is what impact the additional bus system will have on the Ute Avenue area as far as the air quality is concerned. Also, the increase in noise, if any, that may be generated by the diesal buses. Tom said there are a few things they still would like to have responses to, in writing, or some type of report form. However, at this specific time, they still haven't received anything back. He said there are major concerns on the top of the hill which are not applicable down below and he would go into those if the commission so desired. Harvey said what would probably be more appropriate would be for that memc to come in with a response from Little Armie's. Tom said other basic areas of concern are solid waste handling from the mountain down and inciniration on the site and there are very technical requirements on these points. He said there is nothing difficult about it, its just a matter of assurances to them that in fact these concerns will be dealt with properly. He said the waste disposal system is very important. If that malfunctions, it will have a direct impact on the snowmaking facility, land application, on the quality of the creek and runoff soils, everything. He said there are very detailed answers they are looking for. A consultant to Little Armie's said that all of these issues do require state compliance and they are very strictly monitored, so there is a higher authority here. Dunlop said their department acts as a agent of the State of Colorado and they are working in conjunction with them. Harvey told Wells that if the commission does a resolution, to be sure that the compliance with the State. Dunlop wanted to make one last comment without going into details, he said they would request that the department gets some response back in writing prior to approval of the general submission, because he thinks that it is important that these concerns be addressed now, rather than be postponed until later. Roger Hunt asked Dunlop how the transportation system would reduce traffic in that area. Dunlop said it would be the ear traffic that is reduced because more people would ride the buses. Hunt asked Tom if he was talking about reducing the present car traffic and Dunlop said no. Perry Harvey asked if, before Little Armie's gave their presentation, anyone in theaudience had ary other questions or concerns they would like to express so the consultants could handle each area of concern as they made their presentation. Gideon Kaufman said that if Ted Mularz was going to make his present- ation on employee housing within the next hour, he could save his comments until after that presentation, as he understood that both Ted and himself had certain time constrictions.
