Chairman Hedstrom called the meeting to order at noon with members Jasmine
Tygre, Lee Pardee, and Pat Fallin present.
500 SOUTH GALENA GMP AMENDMENT - Alan Richman, planning office, showed the
changes between the 1978 application and this amendment. Richman pointed out
the scoring was quite different in 1978 so the changes would not affect the
scoring at all. Site design, green space, architectural review had no scoring
points in 1978. This has since been changed at the Commission's request.
Richman said this project will go through subdivision review, and the Commission
will have a chance to comment on this project. Ms. Fallin asked why this
applicant constantly asks for changes in every application and builds nothing.
Mark Danielsen said there are many reasons. Danielsen said one of the conditionE
of approval is that a building permit must be obtained within 90 to 120 days
of final approval.

CONCEPTUAL SUBDIVISION APPROVAL - 500 South Galena Alice Davis, planning office,
pointed out there is an increase in the size of the units, not the number.
There is an increase in FAR, but this is still within the allowable FAR. The
applicant has increased the parking to 26 spaces and placed them underground.
Ms. Davis said there are engineering conditions and a requirements that the
applicant fulfill all the obligations as outlined in the original submission.
Danielsen pointed out an indoor/outdoor pool has been added, the solar
orientation is better. Otherwise, all facets scored in 1978 remains the same.
Danielsen said the reason for 26 parking spaces is that after this is approved,
they plan to return with an RBO application for an extra five units. Pardee
said he does not want to get to preliminary plat stage anticipating an REO
approval. Pardee said he would like to see plans for a project without an REO
approved, and a project with an REO approved.
Ms. Fallin asked if there have been engineering studies to determine if the
parking can be put underground. Danielsen said soils tests have been done.
Pardee moved to recommend approval of the revised conceptual subdivision sub-
mission for 500 South Galena street submitted November 2, 1981, with the
conditions outlined in the December 10, 1981 planning office memorandum with
#6 "the applicant recognizes that approval of the GMP amendment does not
signify an acceptance nor create any reliance upon the subsequent REO or
other applications; however, at the preliminary plat stage, the applicant shall
submit plans incorporating the REO design as well as excluding the REO design"
#7 that the applicant is aware of the P & Z's inclination to condition approval
on the applicant obtaining a building permit and beginning construction as soon
as weather allows, construction completion will be determined at preliminary
plat stage; seconded by Ms. Fallin. All in favor, motion carried.
Ms. Tygre moved to adjourn at 12:45 p.m.; seconded by Pardee. All in favor,
motion carried.
