SUMMARY: Planning staff recommends approval of this change in
use from residential to office within a Historically Designated
Landmark.
LOCATION: 430 W. Main St., Lots K,L,M Block 37, Townsite of
Aspen
ZONING: O - Office
OWNER / REPRESENTATIVE: Glenn Beck / Roger Kerr
BACKGROUND: The HPC granted historic designation to this
structure in May 1990.
STAFF COMMENTS: GMQS Exemption shall be granted by the Planning
Director for changes in use within historic structures as per
Section 8-104 A.lb(4). This section reads:
(4) The change in use of an Historic Landmark which does not
increase the building's floor area ratio.
Enlargement or change of use which occurs in phases shall
not exceed these limits on a maximum cumulative basis.
Response: The structure will be upgraded internally and
externally. Specific exterior renovations have been approved by
HPC. No expansion of floor area results from the renovation
work. See site plan and floor plans, Attachment "A".
In order to provide incentive to rehabilitate historic
structures, changes in use within these buildings are exempt from
mitigation of parking, employee generation and housing, and
demand on public facilities. Non -historic structures must
typically address these impacts.
Staff recommends this GMQS Exemption without conditions.
I approve GMQS Exemption for a Change in Use from
residential to office for 430 W. Main St., a designated

8.) DESCRIPTION OF EXISTING USES (number and type of existing structures;
approximate sq. t.; number of bedrooms; any previous approvals granted
to the property .
The existing structure encloses 2,168 square feet (gross square footage)
which includes a 161 sq.ft. enclosed rear porch. It is a two story
frame structure with Living/Dining Room, 2 Kithcens, 5 small bedrooms,
two full baths, and enclosed front and rear porches.
The project is currently being reviewed for Historic Designation by HPC.
9.) DESCRIPTION OF DEVELOPMENT APPLICATION:
It is intended to change the use of the Residence to that of an Office
Building. The structure will be upgraded both internally and externally.
There will not be any increase in floor area of the building. The
existing front and rear porch will need to be rebuilt due to their poor
condition. A handicap.ramp will be added to meet code requirements.
Egress requirements will be met by a new stairway.

PROPOSED DEVELOPMENT
The owner would like to change the use of the existing
Residence to office use. No expansion of the floor area is
planned.
The Beck Residence was recently dedicated by its owner,
Glenn A. Beck, to be designated by the City of Aspen as a
historic structure worthy of preservation. Mr. Beck,a native
of Aspen, spent his childhood days growing up in this house.
It is Mr. Becks intention to upgrade the structure both
internally and externally and change its use to that of an
office building as shown in the Design Development Documents
which will accompany this application. The specific areas of
exterior renovation will be approved by the HPC.
The restoration and change of use of the existing residence
will not only have a minimal impact upon the city regarding
additional employees, employee housing, parking requirements
and demand on public facilities, but will have a positive
impact upon the citys image by preserving a good, prominent
examply of a victorian building.
EFFECT OF THE DEVELOPMENT
The restoration and minimal modifications will have positive
impacts on the building, its appearance, and historic value.
The existing landscaping and major spruce tree will be
preserved.
As a result, the Review Standards can all recieve positive
responses, ie.:
a.) Additional Employees and Housing:

people. Recent hikes in rental rates downtown have
caused a migration of professional people downvalley
and to the Airport Business Center. Mr. Beck expects
to fill some of the needs of those considering
relocating. Consequently there should be no increase
in the amount of employees or employee housing required
due to this development. Keeping professional people in
town helps preserve the valuable mix of people and
services.

Visual impacts from the change in use: The building
will remain virtually unchanged y the restoration and
change in use. Signage will have a minimal impact due
to its freestanding nature and conformance to the sign
code. The parking will be located on the alley in the
location that is presently being used for parking. The
existing landscaping and large spruce tree due a good
job of screening the parking.
Demand on public facilities: Sewer and Water use will
e reduced. e two existing bathrooms will remain and
be remodeled to serve all of the needs of the tenants.
The existing laundry room wi l l be eliminated and hot
water usage will be reduced. (Due to the lower demands
of the office use versus residential.)
Fire and Safety: The obsolete electrical system will be
replaced with new electrical service per codes. This
along with the elimination of cooking and or fireplace
use will provide for a safer use of the old structure,
regarding fire hazards and demands on the Fire Dept.
Consequently, I feel the proposed development is in keeping
with the Review Standards for a GMQS Exemption.
