As a continuation of the City of Aspen experiment of placing
trash compactors in the downtown core alleys, Pak'M Services,
Inc., proposes putting a trash compactor in the Red Onion
alley. Of all the remaining alleys in the downtown core
without a compactor, this alley is probably the only one left
that could justify large compaction equipment. There are
fifteen rear-load containers of various sizes in this alley.
1. The weekly yardage generated by this alley clearly
indicates that compaction would be feasible and quite
possibly could save money for the participants in the
program.
2. Not only does it make sense economically but it will
also clean up the alley by removing all dumpsters from
the City right-of-way.

3. There are currently some trash containers that are
not in the right-of-way and because of this, they may
not participate in the experimental program. Counting
these customers out, there are still enough trash
containers encroaching in the alley that, if they were
to use the compactor/container installed by Pak'M, there
would be enough yardage generated to make the experiment
possible.
If present containers are allowed to encroach in the alley,
the compactor experiment won't be feasible because there will
not be sufficient opportunity to weigh its benefits or
shortcomings.

EQUIPMENT
This will be a twenty-seven (27) cubic-yard Bighorn II self-
contained compactor manufactured by May Manufacturing and
Distribution Corporation of Arvada, Colorado. This compactor
is very similar to the one found in the Brand Building alley.

compactor is eight (8) inches wider than the one in the Brand
Building alley, but we can place it at least twelve (12)
inches closer to the building so that in reality, the total
encroachment is decreased by four (4) inches. Standard
equipment includes both a 3/4 full and full light. The 3/4
full light allows us to determine when we should schedule a
pull on the compactor. Other standard features are a multi-
cycle timer, remote mount pendant and deadman controls. This

This unit has a sealed door which eliminates leakage. May
Manufacturing Company has many compactors on the Western
Slope. These units are particularly suited to high altitude
winter operations. There are 3 or 4 in the Town of Snowmass
village, 4 or 5 in Vail. City Market buys only the Bighorn
II for its new stores. We will have the capability to add an
odor control system once the need is indicated. We can also
add a computerized push-button system at a later date if it
seems appropriate. At this point, we want to locate basic
equipment that is functional without unnecessary cost.
LOCATION
We propose to locate this compactor/container directly behind
the building that houses Sam Goody's and Pam Driscol Gallery.
This is a central location in the alley and has been approved
by the Engineering and Electrical Departments. 3-Phase
electricity is available from a switch box located directly
adjacent to the proposed location. This would seem to be the
most attractive location precisely because it is on City
property and would not face the possibility of eviction from
~ a disgruntled property owner or from the sale of property
'-' along the alleyway. A large number of customers that use
this alley are satisfied with this location and intend to
support the experiment.
OPERATION
We intend to charge customers based on what they are paying
now and what they have paid in the past. Their charge for
trash service would not go up. Customers whose service
changes with the seasons would have the same flexibility with
this system. After three months, we would evaluate the
program and, if warranted, adjust customer charges downward.
We will provide trash cans on wheels to those businesses who
want them so they have a means to transport their trash to
the compactor.
To justify a compactor of this size, there needs to be
generation of around sixty (60) cubics yards of loose trash
per week. with approximately eighty (80) cubic yards of
loose trash being generated each week in this alley, a large
compactor of this type is indicated. For this reason,
however, it is crucial that dumpsters not be allowed to
encroach into the alley during this experiment. If an amount
of trash less than fifty (50) or sixty (60) cubic yards of
.~ loose trash is generated, the benefits of the experiment may
~ not be apparent thus making the attempt unsuccessful.

Pak'M Services, Inc., is very pleased that the Commercial
Core and Lodging Commission has chosen us to participate in
the experiment of putting trash compactors in some of the
downtown alleyways to see if many of the dumpsters can be
eliminated making for cleaner and neater alleys.
In talking to many business-owners in the Red Onion alley and
around town, one of the most heard concerns is that they want
there to continue to be an atmosphere of competitiveness
between the trash haulers and they want to see this
competition fostered in the experimental stage of this
program. We have assured them that this is the intent of the
CCLC Board and the City of Aspen. From the start of the
first trash company in 1961 until 1988, there was only one
trash hauler in the Aspen area. Now that there are two
active companies, prices and service are, for the first time,
competitive and people want to have a choice of companies
because of this.
We have also looked at the possibility of placing smaller
trash compactors in this alley. This is, of course, possible
but not particularly germane to this experiment. We
approached the CCLC with this idea about a year ago and did
not get a very favorable response so we did not feel this
would be an appropriate proposal for the Red Onion alley.
The two alleys are very similar in encroachments so it would
seem practical to have similar equipment in each of them.
Smaller compactors would require more frequent dumping which
immediately negates some of the benefits of large compaction
equipment such as fewer containers and trash trucks in the
alley. Also, the Brand Building alley experiment has been
deemed to be relatively successful so it would seem prudent
to continue with a formula that seems to be working. If it
works in the Red Onion alley as well, it may be safe at that
point to say that large compaction equipment is truly a
viable option.
We currently haul and service compactors at the Ritz-Carlton
and Little Nell Hotels. A majority of the compaction
equipment in the Aspen-Snowmass area was sold by Tony
Vagneur. Service to an installation such as this in the Red
Onion alley would be entirely within the scope of our
operations.
