LOCATION: 212 W. Hopkins Ave., Lots P & Q, Block 52, Townsite and
city of Aspen, Colorado.
ZONING: R-6
APPLICANT'S REQUEST: The applicant, Charles A. smithgall III,
requests special review approval to reduce off-street parking
from the required four (4) spaces to two (2) spaces. The existing
house contains three (3) bedrooms. A proposed addition would add
one bedroom, for a total of four bedrooms in this single family
house.

PROBLEM DISCUSSION,: Sec:tion 5-3'03, of the, Land. Use Code allows the
Planning and Zoning; Commission. to approve fewer spaces than 1
space/bedroom for historic landmarks _, 'The' criteria for this
special review is stated ,in section 7-404.B.2 as' follOWS:'
"In a.l1 other zone dis.t:ll'ik:tsi ~:iinclud\ing; R-6): ,. the applicant
shall demonstrate. t:hat, their parkling: needs of the residents',
guests, and employeeS ef' the: proj;ect, have be,eJi met; taking,
into account potentiall uses, o'f the parcel, its pro:ximity to
mass transit, routes and' the d01lmtown, area., and any. special
services, such. as' vans,! provided' for residents" ~ests. and,
employees." '
The applicant states. reasons why fou~ (4) parking spaces would be
e:xcessive for this project as follow: the current owner does not
intend to have more than two cars in Aspen. He is only in Aspen
part of the. year; and the house is vacant at other times. The
property is one block from Main street with RFTA bus service.
Finally, the applicant believes that full compliance would cause
unintended degradation of historic neighborhoods through
requiring destruction of trees if a curb cut and parking were
located off Hopkins.
We note that the property presently has room for four (4) parking
spaces off the alley. This area would be filled in by the
proposed addition containing a two car garage and additional
living space. However, the proposed addition is loca1::ed at the

rear of the property. demonstrating sensitivity to historic
compatibility and to the existing landscaping on the site. All
major trees on the property will be retained, according to the
application and site plan. Besides these factors, close proximity
of public transit and the availability of on-street parking in
front of the house are relevant to justify this parking
reduction, in staff's opinion. Finally, staff agrees that on-site
parking directly off Hopkins would be an inappropriate solution.
RECOMMENDATION: The Planning Office recommends P&Z to grant 212
w. Hopkins special review approval for reduction in on-site
parking requirements from four (4) spaces to two (2) spaces
subject to historic landmark designation of the property.

reduction in the number of parking spaces.
The subject property is in theR-6 Zane and is intended by the
Owner ta be used cnly by his family as a vacatian hause. The
existing hause has three bedraams and, with the prapased
additian, will have faur bedraams plus a twa-car garage. Zaning
regulatians require ane parking space per bedraam, which wauId
came ta faur parking spaces. This would be excessive in aur
opinion, for several reasons.
The Owner daes nat naw ar ever intend ta have mare than twa cars
in Aspen. He alsa daes nat naw ar ever intend ta rent the hause
an a shart term or seasanaI basis, which might increase the
parking demand. The an-street parking in frant af the hause is
adequate ta accammadate any accassianal guest parking
requirements. Furthermore, the property is located just one
black from Main Street, which is the main arterial raute for the
City Mass Transit System, thus reducing the need fDr autamabile
transpartatian and subsequent parking requirements.,

Another consideration is that providing the additional two
parking spaces on this property, would require a curb cut on
Hopkins Avenue for an access drive, thus redUCing the on-street
parking available. It would also require the destruction of five
mature and healthy cottonwood trees, and a twenty foot spruce
tree to make spac'e for parking .on the site, thus diminishing the
residential amblence to something more tourist oriented, which is
out 'Of charac,ter with :th,e neighborhood. The yard would
subsequently become fa,r ]ess at't'ractive and private thus
