Steven Buettow and Tim Mooney were excused. City staff in attendance: John Worcester, City Attorney; Julie Ann Woods, Community Development; Jackie Lothian, Deputy City Clerk. COMMISSIONER. STAFF & PUBLIC COMMENTS Ron Erickson said that Alan Richman's findings on Explore were not consistent with P&Z's findings. John Worcester said that the Code Amendment would come back to P&Z. DECLARATION OF CONFLICTS OF INTEREST None. CONTINUED PUBLIC HEARING (02/29/00): DEVELOPMENT REVIEW PROCESS FOR PUBLIC PROJECTS Bob Blaich opened the continued public hearing. John Worcester explained the process for deed and land use for the determination of developments necessary for the convenience or welfare of the public. The process could apply to such projects as affordable housing, public utility facilities, recreational facilities and other public projects. The discussions included the setting up of the committee from P&Z and HPC and other citizens and to meet with City Council to discuss the options. Concerns regarding trust, 2 sets ofmles, public comment time, DEPP, the structure of this committee, the teaming approach, standards and an oversight committee. Worcester said there were 3 issues: Do we want to proceed with the project. Does it meet land use code standards? The decision on the project design. MOTION: Roger Hunt moved to continue the Development Review Process to March 21, 2000; seconded by Jasmine Tygre. APPROVED.
