The Applicant for the installation of the proposed playground elements is the City of Aspen Parks and Recreation Department. The primary contact person for the project is Scott Chism, proj ect manager and parks planner for the City. This City funded playground project will be constructed on land owned by the City of Aspen. Ownership records should be on record with the City Clerk. Requirement #6 of this Land Use Application outlines the need for a site improvement survey. I would like to request that since multiple copies of the site improvement survey have been recorded for work immediately adjacent to the playground site, the survey requirement be waived for this application. Two copies of the site improvement survey are recorded with the Building Department as part of the Building Permit application for the recently completed Wagner Park Edge Public Restroom project. Currently, this project is scheduled to be presented to City Council for approval of a Contract for Construction on December 16. The playground design will encourage adventure play for a wide range of age groups. The design includes a large sculptural mass with a variety of climbing opportunities for a variety of skill levels. A small sculptural mass is connected to the larger mass with an 18-foot long jungle net bridge. A sand play cave will be integrated under the small mass. Dynamic play movement will occur on the three spinning buttons (like small "sit-n-spins") and in the 13- foot long swinging hammock included in the design. Finally, large alphabet letters will be etched into the northern play area boundary to stimulate elementary alphabet comprehension. Additional seating areas will also be created to supplement the existing tree planter seat wall created last summer. Nearly all of the available square footage within the play space has been utilized for play elements and the associated safety zones (Exhibit B-Playground Plan). One corner has been left open between Wagner field and the restroom building for a potential future play element, which has not been identified in the design process. The City of Aspen Historic Preservation Design Guidelines do not contain any standards to judge the renovation and/or development of public playground areas. The playground elements contained in the proposed design will be highly durable and will not require the intensive maintenance that was necessary for the previous wooden structures. The design combines adventure play activities with an aesthetic influenced by the nearby Grottos (Independence Pass) glacier-sculpted granite. This playground will become another unique and special feature for the City o f Aspen. Installation of the playground components is anticipated to last approximately three weeks.
