HomeMy WebLinkAboutminutes.hpc.19990428ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ APRIL 28~ 1999 Chairperson Suzannah Reid called the meeting to order at 5~00 p.m. Members in attendance were Lisa Markalunas, Gilbert Sanchez, Roger Moyer, Heidi Friedland. Mary Hirsch, Jeffrey Halferty, Susan Dodington, Christie Kienast and Maureen McDonald were excused. Staff in attendance were Assistant City Attorney, David Hoefer; Historic Preservation Officer, Amy Guthrie and Chief Deputy City Clerk, Kathleen Strickland. COMMISSIONER COMMENTS Preservation awards May 13th 5:00 - 7:00 Hotel Jerome. MOTION: Gilbert moved to approve the minutes of April 7th and March 24th, 1999; second by Lisa. All in favor, motion carried. Disclosures: Suzannah will step down on 450 S. Galena. 930 KING STREET -Amendment (Continue PH to May 12th) MOTION: Heidi moved to continue the public hearing on 930 King Street to May 12th subject to the proof of notice being approved by the City Attorney's office; second by Gilbert. All in favor, motion carried. 135 W. HOPKINS - CONCEPTUAL (Continue PH to May 12th) MOTION: Heidi moved to continue the public hearing and conceptual development for 135 W. Hopkins to May 12, 1999; second by Gilbert. All in favor, motion carried 450 S. GALENA- MINOR DEVELOPMENT Gilbert chaired. Suzannah recused herself. Patrick Duffield was sworn in representing Reid Architects. ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ APRIL 28~ 1999 Amy: The building is in the downtown historic district but in itself is not historic. The proposal is to remodel one of the retail spaces to match what is already going on in the building. On the Art Expression store front two fixed windows will be turned into a window and door with a transom. An awning is also proposed that matches the existing awnings on the building. Landscape treatments are proposed for the front of the building. The landscape treatment entails removing some of the grass area and putting in pavers that match the adjacent property. The trees will be kept with a grass area around them. Two benches are proposed to be installed. Staff recommends approval. The bench ties in with the DEPP program. Gilbert's concern is the loss of planting area and also the relationship of the fence and if it returns or just stops. Patrick relayed that there will be a removal of the fence in some cases. The fence will be retained along the public sidewalk side. Patrick presented a new plan to the Board. New Plan: The owner asked about further changes which eliminates all the grass in front and the removal of some of the trees. The city forester has no problem with the removal of the trees. The plan would fall in line with the DEPP program and the owner would mitigate for the trees. Amy recommended that the new plans should be submitted to staff. A recommendation could be made on the plans submitted at this meeting. Her concern with the new plan is the open space requirements and the loss of all the grass. The Board felt that the new plan should come before the entire board in terms of tree removal and the landscaping issues. Members felt that the new plan has a major impact in the core area. The new plan was entered into the record as Exhibit IV. MOTION: Lisa moved to approve the minor development application for 450 S. Galena as proposed with the condition that the future landscaping 2 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, APRIL 28, 1999 plans for the entire building be brought back to HPC at a future date; second by Heidi. All in favor, motion carried. For clarification the bench as Exhibit III was approved. 710 N. THIRD STREET - MINOR DEVELOPMENT Nancy Greenway, owner was sworn in. Amy relayed that the application involves replacing some existing windows and replacing some existing skylights. The windows are on the second floor that are to be replaced. Staff suggested replacing the windows to match the double hung windows on the front of the house. Nancy Greenway informed the board that the windows are all damaged. The insulation is poor and Pella Co. cannot figure out why they are warped and the skylights are cracked and single pane. The room is very hot in the summer and unlivable with the casement windows. The windows are close to the roof and the owner would like to replace the windows in the existing openings with double hung windows the same size. The existing windows are more in keeping with the back of the building all of which are part of two additions built in the 1970's and are not historic. From the front you do not see the windows on the back section. You only view the windows from the Lake Ave. side. No mullions are proposed for the windows. The Board had no particular issues with the windows due to the fact that they are in a remodeled portion of the house. Double hung or casement style should be left up to the owner. MOTION: Heidi moved to approve the minor development application for 710 N. Third Street as submitted with the condition that the applicant provide information on the replacement skylights' to demonstrate that they will be as flush with the roof as possible and to be approved by Staff and monitor; second by Lisa. All in favor, motion carried. 3 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ APRIL 28~ 1999 735 W. BLEEKER -AMENDMENT TO CONCEPTUAL - PUBLIC HEARING Randall Bone, owner was sworn in. David Hoefer, attorney informed the Board that notice has been provided and it meets the jurisdictional requirements (Exhibit III). Randall withdrew the variance request for this meeting. Randall requested discussion on a wood burning fireplace. There is a wood burning fire place that was added 15 years ago to the historic house. Due to the window configuration it was installed near the bottom of the gable which causes problems with the snow load pushing on it and making it weak. There is water damage from the roof. Randall felt that a gas burning stove would be better due to air quality issues etc. He found an identical stove even though it is not historic. He needs feedback from the Board as to whether to do the direct vent on the side with a box and a gas stove and patch the roof or tear up the roof and try to redo the vent. The stove cannot be moved due to the configuration. The Board felt that if the vent goes through the roof good maintenance needs to occur on a regular basis and there are ways to vent properly through the roof and do the correct flashing. Cutting into the historic wall is not appropriate.
