MINUTES OF FEBRUARY 10, 1999
Chairperson Suzannah Reid opened the regular meeting at 5:00 p.m. with
members Gilbert Sanchez, Mary Hirsch, Susan Dodington, Jeffrey Halferty,
Heidi Friedland, Christie Kienast, Lisa Markalunas and Maureen MacDonald
present. Roger Moyer was excused. Staff in attendance were Amy Guthrie,
Historic Preservation Officer, David Hoefer, Assistant City Attorney and
Kathleen Strickland, Chief Deputy City Clerk.
David informed the board that the second hearing is technically a hearing
before the Building Dept. on 234 W. Francis and consequently the HPC
members will adjourn to the audience.
Amy relayed that L'Equipe was red tagged for installing a phone machine to
the exterior wall.
Jeffrey and other members felt that the detail on the repair of the historic wall
should be outlined for L'Equipe after the machine is removed.
MOTION: deffbey moved to approve the minutes of May 13, 1998; second
by Heidi. .411 in favor, motion carried.

Maureen and Christie did not vote. Lisa was seated.
Roger Kerr was sworn in.
Amy gave the update and the project received conceptual approval in
January. There is an historic structure on the site and the proposal involves
demolishing a portion of it which is not historically significant and then
building a new addition. The building cannot move forward due to a large
tree in the front of it. The site is a 3,000 square foot traditional town site lot.
They are under their allowable floor area. Staff stated seven areas of concern
need addressed or resolved before a final decision can be made. Historic
portions on the site need identified. The drawings need corrected on the
south faCade regarding the windows. Venting of the existing fire place need
verified. The proposed deck needs addressed as it is being

inserted into the house and the back portion of the roof is being removed and
Staff does not consider that appropriate because it is demolition of a
substantial part of the back of the house and it violates the concept of
additions being reversible. More detail needs indicated on the site plan for
final.
Roger Kerr responded to some of Staff' s recommendations and agreed that
the front windows could be left and the porch roof and railing is not historic.
He suggested a site visit for verification. The only concern with the
recommendation is the roof. The addition had a flat roof so there is not an
historic roof and he does not know what was there originally. If a roof is pout
in and it slopes back to the deck the owners will have a difficult snow
removal problem and constant dripping and running of snow down on the
deck.
Susan said presently the addition already cuts into the roof.
Gilbert inquired about the existing roof framing and if any is still there. The
applicant stated ha tit has been removed.
Amy stated that the front door and windows are proposed to be replaced and
she is requesting verification that they are not historic with a site visit and that
the applicant can come back to the next meeting with an update.
The majority of the members agreed with staffthat a site visit is necessary
before final can be granted. All the members needed clarification as to what
is old and new on the site. Some members requested a landscape plan. The
majority of the members liked the concept and were generally in support of it.
Gilbert felt that the project is appropriate for the site and it is a unique
situation. With regard to the deck if in fact there is a room cut into that space
and there is no framing or roof plan he would support the architect's
proposal.

Suzannah said maybe reintroducing that sloping roo£ might make the snow
management and water proofing on the ridgeline a little easier as opposed to
having a vertical wall that will collect snow and standing water.
MOTION: Susan moved to continue final development for 920 E. Hyman to
February 24, 1999. A site visit is scheduled for February 16th at 4:30p. m.
and it is recommended that condition ~6, the second floor deck be restudied
pending the site visit. Motion second by defJhey. All in favor, motion
carried 7-0.
Chairperson Suzannah Reid turned the meeting over to the Building Dept.
234 W. FRANCIS - SHOW CAUSE HEARING
A Show Cause hearing was scheduled and held February 10th, 1999. Tapes
and a list of witnesses are on file in the City Clerk's office. The hearing
officer will render a decision by February 17th, 1999.
The Show Cause hearing closed at 9:00 p.m.
