HomeMy WebLinkAboutminutes.hpc.19991027ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, OCTOBER 27, 1999 Chairperson Suzannah Reid called the meeting to order at 5:00 p.m. Members in attendance were Roger Moyer, Jeffrey Halferty, Mary Hirsch, Susan Dodington, Heidi Friedland, Lisa Markalunas, Christie Kienast and Maureen Poschman. MOTION: Mary moved to approve the minutes of September 8, 1999; second by Heidi. All in favor, motion carried. 135 W. HOPKINS AVE. LANDMARK DESIGNATION, CONCEPTUAL DEVELOPMENT - PH MOTION: Mary moved to continue the Public Hearing, Conceptual Development and Landmark Designation to November 10, 1999; second by Heidi. Yes vote: Roger, defJhey, Suzannah, Mary, Susan, Heidi, Lisa 735 W. BLEEKER- EXTENSION OF CONCEPTUAL MOTION: Mary moved to approve the extension of conceptual until October 14, 2000; second by Heidi. Yes vote: Roger, defJhey, Suzannah, Mary, Susan, Heidi, Christie. 114 NEALE AVENUE - MINOR DEVELOPMENT Amy relayed that the house was renovated in the early 90's and the house won an HPC award as a good example of historic preservation. Lisbeth Ensminger is the owner and the request is to glass in a side porch that is not historic. Typically the HPC has been opposed to glassing in front porches but this is on the side and not particularly visible from the street. It is a very small house and it is a reasonable request. Staff recommends approval with conditions. Specific details need submitted concerning the detail of the window, trim etc. The side porch faces Aspen Mountain. MOTION: Maureen moved to approve the Minor Development for 114 Neale Avenue with the following conditions: 1) There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. 2) The applicant shall be required to provide the contractor with copies of the HPC resolution applicable to this project. The contractor must ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ OCTOBER 27~ 1999 submit a letter addressed to HPC staff as part of the building permit application indicating that all conditions of approval are know and understood and must meet with the Historic Preservation Officer prior to applying for the building permit. 3) All representations made by the applicant in the application and during public meetings with the Historic Preservation commission shall be adhered to and considered conditions of approval, unless otherwise amended by other conditions. 4) A detailed drawing nee& submitted indicating the window selection and trim detailing. Motion second by Roger. Yes vote: Roger, defJhey, Suzannah, Mary, Susan, Heidi, Maureen CONTRACTING LICENSING PROGRAM Amy informed the board that they need to make a recommendation to approve the program and then it goes to Council. Enactment would be in January. The process would be the same as if a plumber came in for a license. There is a $20. Fee and the Building Dept. administers the test. It is an open book test for the UBC and this would be the same. Passing score would be 80%. The question is who exactly has to take the test. Winter & Company suggested all general contractors and job supervisors. They also suggested that all other workers on the site would either have to sign an affidavit that they read it or at least that they have read the HPC conditions of approval. Staff suggested that architects be added to the list. Suzannah inquired about the energy code and how it is enforced. Stephen Kanipe stated that you are not required to be certified to submit an energy code calculation or do the work. They just check the non-certified professionals or builders very closely. 2 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ OCTOBER 27~ 1999 Amy stated that the landuse code lays out how you make application to the HPC and there are minimal submittal requirements and verification that the owner or representative has taken and passed the exam will be added. Stephen said the Historic Preservation officer would have the authority to accept someone's qualifications other than taking the test with regard to minor developments. Maureen inquired about the HPC conditions being translated in Spanish. Roger said it is the contractors responsibility to translate it in Spanish if need be. Amy said generals and supervisors have to pass the exam and subcontractors have to read the manual and labors have to read the conditions of approval. Maureen suggested that an affidavit be signed by the contractor and subcontractors stating that all of their workers will understand. Suzannah stated that numerous people are in and out of projects and if something is done incorrect you contact the supervisor. Heidi suggested that the language be changed that it is up to the general and job supervisor to make sure that all employees are aware of the conditions of approval. Amy stated for clarification the general contractor will identify the key sub- contractors and give HPC the list for approval indicating that they are aware of the conditions. Stephen stated that a card is issued to the specific test holder indicating that they have passed. The card is good for three years. MOTION: Roger moved that the HPC recommend to City Council the "Aspen/Pitkin Preservation Awareness Program," including the Building Department's examination process and fees (except that a passing score shall be 80% instead of 75%), and that the requirement that all general contractors and job supervisors and architects' working on a historic 3 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF~ OCTOBER 27~ 1999 building have the license. All key subcontractors are to be licensed and identified by the general contractor. All other laborers are made aware of the conditions of the HPC approval through the general contractor; second by Mary. Stephen questioned whether this should be a separate license. There are four classifications of contractor licenses that would qualify. Unlimited Commercial Light commercial Home builder Owner/builder A supervisor can take the license without having any of the other licenses. Suzannah clarified that the general contractor has to have both licenses. Stephen said violations in the municipal code are $600 a day per person if work continues after a red tag is issued. Roger amended his motion: General contractors, job supervisors, architects', designers and owner/builders must have the license. The person who is responsible for the day to day work on the job must sign an affidavit that shows the key sub contractors, laborers are aware of the guidelines as well as the preservation awareness program.
