Just didn't get all that information together yet to
make a chance. It's a matter of getting one piece and
then another piece and another piece. They've done
work on the rest. We've collected a lot of information
on the area to the north of this but none in the other
area, yet. There's no problem in the other area right
now that's immediate so you work with the areas that
have a problem.
It still comes back under#19 if we don't get into the
area of determining what is architecturally satisfac-
tory then what we really get down to is use and density
and there's really nothing else under consideration, for
all practical purposes. I mean, those are the only two
areas we're talking about, if we stay out of architec-
tural controls, and I don't feel we have any....
BRUCE GILLIS
So then it comes down to yay or nay or they withdraw.
SPENCE SCHIFFER
Well, my feeling is this. I personally feel that we
have just take a look at Ordinance #19, what they have
presented in light of Ordinance #19 and the review
criteria and make a decision. Any decision we make is
not irrevocable, just because we approve it or dis-
approve, well, if we disapprove it, that's a different
story. If we approve it, or give it conditional ap-
proval, we can later change our minds, and maybe at
a later date we will feel compelled to do that, but at
this point, I'd say we just have to take a look at
what we've got so far. And I would prefer to disre-
ard rezoning considerations right now. That's not
saying that we can't consider them once we get into
that study session and get more information. But right
now, I, well...
BRUCE GILLIS
Would you like to put that in the form of a motion that
you would feel comfortable with?
SPENCE SCHIFFER
Well, first ....

I don't think we need a motion on that decision. I
think it's up to Chuck. If the applicant wants a de-
cision tonight, we certainly are obligated to give it.
So, I think that's up to him.

Bruce? I think, from what I know about the information
that we've gathered as a result of looking into that
area in depth and of talking to Herb and knowing what,
not all, because I don't, they've made changes since I
saw the last evaluation, but, I would feel much hap-
pier about any decision I made if we all had a study
session which we would all be there, the interested
parties and in detail listen to their plan and find out
what in detail we're talking about rather than genera-
lize because it's my feeling that out of this thing
we're coming up with a particular, concrete set of
things about which we can discuss. And right now, we
have spent weeks in generalities and we're to the point
we're going to come up with some specifics on a specific
area in which there are a number of people interested.
We're not working on the area out the other end of town
yet because it hasn't become a problem. We can't do
it all at once, anyway. We're picking an area and mak-
ing a move and I'd rather hear their whole story before
