Continued Meeting Aspen Planning & Zoning March 22, 1973 Meeting was reconvened at 5:05 p.m. by Chairman James Adams Gillis, Victor Goodhard, Charles Collins and Charles Vidal. City/County Planner Herb Bartel. with Bruce Also present Mountain Queen Exemption Property located at the southerly end of Monarch Street. Mr. Bartel explained the exemption is justified in that the applicant has made agreements with the City relat- ing to access, etc., and further has obtained a vari- ance from the Board of Adjustment relating to height following this approval by the Planning and Zoning Commission. Barbara Lewis arrived. Height consideration was outline by the architect of the project using a model of the development. Project includes 15 units. Criteria for height consideration was the slope of the land and minimum impact on the property. Mr. Bartel explained this would be a temporary exemp- tion and is justified for the following reasons: (1) City needs to be able to shift construction for water development problems to the developer; (2) require a letter from the fire chief that substantial fire protection will be provided on the site; (3) drain- age problems stated on the plat; (4) agreement for extension of the street straight thru to Galena Street; (5) upper retaining wall be constructed; (6) lands of record established with the County Clerk should be made a part of the plat stated on the boundaries of the property. Mr. Bartel explained that because of the procedures al- ready instigated or fulfilled by the subdivision, re- commend a temporary exemption so that construction can begin and at the same time a review be made of the sub- division requirements. Vidal moved to recommend to the City Council approval of a' temporary exemption contingent and along with the issuance of a building permit and review of the subdivision plat. Seconded by Goodhard. All in favor, motion carried. Trail System Map was reviewed showing trail corridors. Reason for this amendment to the Master Plan is so that at the time of subdividing land the City has criteria in which to go on in establishing trails thru the subdivisions. Lewis moved to schedule a public hearing on trail cor- ridors as an amendment to the Master Plan for April 17th. Seconded by Vidal. All in favor, motion carried. . FO~M ',) C. F. H~E:CK;:l H. B. & I, ~O, ............, RECORD OF PROCEEDINGS 100 Leaves Continued Meeting Aspen Planning & Zoning March 22, 1973 View Control Proposal for the public hearing on April 3rd relating to Open Space Amendment as a clarification to the re- quirement was submitted by Mr. Bartel. Commission agreed with the proposal. Mr. Bartel request the Commission schedule a public hearing. Gillis moved to schedule a public hearing on view control for April 17th. Seconded by Lewis. All in favor, motion carried. Lewis moved to adjourn at 6:10 p.m., seconded by Good- hard. All in favor, meeting adjourned. c/~.~
